Introduction

The State of Connecticut Department of Transportation (DOT) invites its qualified agency employees to apply for the position of State Program Manager in the Bureau of Finance and Administration, Office of Property and Facilities Services, Code Enforcement Unit, at our Newington Headquarters. This position is first shift, forty (40) hours per week, Monday through Friday, 7:00 a.m. to 3:30 p.m.

This position is accountable for administering the operations of the Code Enforcement Unit, relative to facility and site construction, renovation, maintenance, life-safety, compliance, and occupancy. The position requires a Building Official certification with the role of Authority Having Jurisdiction for all non-threshold building construction for the agency including all electrical services tied into the agency’s infrastructure for code compliance and accuracy. Considerable knowledge and experience of the State Building and Fire-Safety Codes as well as their structure, and the ability to interpret the intent of the contract plans and specifications is preferred. The incumbent is often called upon to retrieve any disputed information quickly and may be required to appear on project sites.

This position ensures agency compliance with state and federal accrediting bodies, including the Federal Railway Administration (FRA), Amtrak, OSHA, the physical attributes of the Americans with Disabilities Act (ADA), State Building and Fire Safety Codes (OSBI and OSFM) and DEEP fueling regulations.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for planning, organizing and directing an agency program and/or project or directing the development and administration of programs within a division.  

SUPERVISION RECEIVED

Receives general direction from an administrative official of higher grade.  

SUPERVISION EXERCISED

Directs staff as assigned.

EXAMPLES OF DUTIES

• Directs the administration and operations of the agency Building and Fire-Safety Code Enforcement Unit as related to facility and site construction, renovation, and maintenance. Appointed the role of Authority Having Jurisdiction for all non-threshold building construction for the agency. Plans and manages Unit activities on a day-to-day basis.
• Formulates goals and objectives. Interprets and administers pertinent laws. Reviews plans and specifications. Includes Building and Fire-Safety Code compliance, accuracy, and feasibility. Assists in code and trade interpretation for contractors and others. Develop, implement, and evaluate Office policies, goals, and objectives. Incorporate best practice and industry standards in addition to updated building and fire-safety codes, OSHA requirements, and environmental regulation. Design and develop division programs and activities, based on needs and changes in technology.
• Determines appropriate staffing levels and job classification and coordinates priorities with staff. Manage Office budget, approve expenditures. Supervisory tasks: employee performance reviews, timesheet approvals, overtime requests, and disciplinary issues.
• Maintains contacts with individuals within and outside of Unit who might impact policy or program activities. Meet and consult with architects, engineers, contractors, and appropriate state and local authorities involved in construction, alteration, and maintenance programs for facilities located on agency property. Consult with architects, engineers, and contractors regarding design, construction, and renovation of the various facilities. Liaison with the Office of State Building Inspector, Office of State Fire Marshal, Department of Energy and Environmental Protection, Economic Development and other agencies. Meet and review existing facilities with insurance representatives at periodic intervals to determine level of compliance with requirements.
• Serves on agency committees and task forces as required. Speaks before formal and informal forums on Building and Fire-Safety Code related issues.
• Oversees the design and coordination of office space layouts and buildouts. Work includes the purchase and installation of office furniture and equipment, electrical and data changes and upgrades, and related.
• Prepares records and reports. Operate State and Agency-based software including Microsoft Office Suite, CoreCT, STARS, ProjectWise, Bluebeam, Microstation, and others. Includes all necessary computer-based activity for managing an office and general correspondence.
• Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant State and Federal laws, statutes and regulations; considerable knowledge of project management; considerable knowledge of the principles and practices of business and public administration with emphasis on effective organization, administration and management considerable ability to analyze organizational problems and determine effective solutions; considerable interpersonal skills; considerable oral and written communication skills.

MINIMUM QUALIFICATIONS

Nine (9) years of professional experience.

Department of Consumer Protection: Professional experience is defined as work involving thorough knowledge of consumer protection laws and regulations or gaming laws and regulations performing duties in regulation monitoring, policy enforcement, issuance of licenses, inspection, auditing or investigation.

One (1) year of the Preferred Qualifications must been in a consultative capacity with programmatic and administrative or project management responsibilities.

SUBSTITUTIONS ALLOWED:

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

2. A Master's degree in business administration, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

• Incumbents in this position must possess and maintain the Building Official licensure
• Proficiency with the State Building and Fire Safety Codes and industry standards
• 10 years of general experience in building code compliance plan review and inspection of buildings
• Strong attention to detail and accuracy
• Ability to manage many diverse projects of varying scale
• Ability to adapt to changing work priorities and compressed deadlines
• Extensive supervisory experience
• Have strong work experience with Microsoft Office Suite
