Introduction

          

The Connecticut State Department of Education (CSDE), which oversees the Connecticut Technical Education and Career System (CTECS) invites applicants to apply for a full-time Education Consultant position within The Connecticut Technical Education and Career System. This position will serve as an External Literacy Facilitator and will be responsible for the oversight and implementation of instructional coaching pedagogy in Title 1 schools.

The incumbent in this role will report to the CTECS Assistant Superintendent and/or the Supervisor of Literacy and Humanities.   This is a full-time, 35-hour position that operates Monday - Friday and is located at the State of Connecticut CTECS Central Office at 39 Woodland Street, Hartford, CT.

SPECIAL EXPERIENCE NOTE:  For this position, the appropriate certificate issued by the State Board of Education is for certification in 102 Remedial Reading and Remedial Language Arts, 1–12.  In order to be considered for this position, applicants must hold certification in the above-named area at the time of application.  Applicants should respond accordingly in any supplemental and/or referral questionnaire.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Education, plans and executes programs of extensive difficulty and scope for the improvement of education in the State; does related work as required.

EXAMPLES OF DUTIES

Assists a Bureau Chief in supervising the broad educational programs and services offered by the State; develops and administers specific programs of major importance within the framework of policies outlined by the Bureau Chief; provides professional leadership and guidance to school authorities, professional organizations, students and various community groups and individuals; may assist in preparing and administering the allocated budget, and in directing the routine functioning of the bureau.

KNOWLEDGE, SKILL AND ABILITY

Thorough knowledge of the philosophy and methods of education with particular reference to the field concerned; teaching skill; considerable ability to deal effectively with others; considerable administrative ability; ability to prepare comprehensive written reports.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

An earned advanced degree and eight (8) years of professional experience OR in lieu thereof an equivalent combination of experience and training as approved by the Board of Education.

PREFERRED QUALIFICATIONS

The ideal candidate will have the following preferred experience and training:

  • Certification in one or more of the following:
    • 062 School Library Media Specialist
    • 097 Reading and Language Arts Consultant
    • 015 English, 7–12
  • Evidence of collaboratively working with others;
  • Experience with Data Driven Decision Making;
  • Leading literacy initiatives;
  • Implementing literacy strategies;
  • Evidence of professional development in literacy;
  • Experience with Title I programming;
  • Three years’ experience as a literacy coach;
  • Background in instructional coaching pedagogy;
  • Knowledge and experience in the use of Microsoft Office Suite, (with emphasis on Word, Excel, PowerPoint and Access);
  • Advanced experience with Google products (Docs, Sheets, Slides, Drive and Classroom);
  • Knowledge of Marzano instructional strategies;
  • Knowledge of the Danielson Rubric; and
  • Positive work history reflective of the Connecticut Code of Responsibility for Educators.

SPECIAL REQUIREMENTS

Must hold an appropriate certificate issued by State Board of Education.
