The State of Connecticut Department of Transportation (DOT) seeks applications for a Transportation Engineer Trainee position with a target class of Transportation Engineer 2 (Construction Engineering), in the Bureau of Engineering and Construction, Office of Construction, Division of Materials Testing, in Rocky Hill, Connecticut.  This position is full time, 40 hours per week, Monday through Friday.

Current Engineering and Construction Management students who will be graduating with a Bachelor's degree in May of 2020 are encouraged to apply!

Construction Engineer Trainees learn to perform engineering and related tasks in highway construction, inspection of construction projects, and specialized engineering activities such as materials testing, programming and scheduling, contracts, municipal systems or surveys.  Trainees may be required to work nights, weekends, and overtime. Applicants must possess a valid Driver's License. Incumbents will be required to take and pass appropriate certifications from the NorthEast Transportation Training and Certification Program (NETTCP) .

Candidates must possess a minimum of an accredited Bachelor of Science degree in Engineering or Construction Management or an acceptable substitution as listed in the "Minimum Qualifications - Substitutions Allowed" section of this job posting. Other minimum qualifications for this position are a general knowledge of basic civil engineering and construction management theories, principals and methods; skill in use of computer applications including MS Word, Excel and Project; strong oral and written communication; organizational and interpersonal skills; ability to analyze plans and estimates; ability to problem solve, recommend and implement effective solutions in a timely manner; ability to prioritize and multitask; and considerable ability in performing research and mathematical computations.

Applicants must be legally authorized to work in the United States, available to travel to and attend training, conferences, public meetings, field reviews, etc. both within and outside of normal working hours when necessary, and must have a valid Driver's license. In the Department of Transportation and the Connecticut Airport Authority, this class is accountable for receiving training in introductory professional engineering work for the development of technical and professional transportation engineering and transportation construction engineering skills and knowledge in order to qualify for advancement in the field of transportation engineering.


Performs a wide variety of increasingly difficult duties as technical skills are acquired during course of training period. Examples include:

• Act as a liaison for project inspection staff regarding sampling methods and processes
• Assist in developing training presentations to project inspection staff
• Utilize computer technology to perform technical analysis of results relating to the testing of material samples and in-place material
• Investigate and assist with implementing new technologies for use in material placement activities
• Monitor and track AASHTO Re-source accreditation calibration and maintenance activities
• Support supervisory staff related to functions in the Division of Materials Testing
• Assist in performing oversight of contractor Quality Control activities
• Assist in conducting investigations of new and state-of-the-art materials and equipment
• Assist in reviewing construction plans, specifications and other contract documents
• Assist in reviewing contractor submittals and compare contents to requirements set forth in contracts
• Review existing standards and policies to recommend changes that improve clarity and efficiency


General knowledge of basic transportation engineering theories, principles and methods; skill in use of drafting and calculating instruments and other computer applications; considerable ability in performing mathematical computations, making neat and accurate drawings and preparing minor design and structural details.


A Bachelor's degree in Engineering or Construction Management.


1. Possession of Land Surveyor (LS) licensure or Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the General Experience requirement.

2. Possession of Land Surveyor-In-Training (LSIT) licensure or Engineer-In-Training (EIT) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the General Experience requirement.

3. Possession of at least Level III certification, from the National Institute for Certification in Engineering Technologies (NICET), in one of the following Civil Engineering Technology Programs may be substituted for the General Experience requirement:

a.  Transportation Construction Inspection Program - Highway Construction Inspection.

b.  Construction Materials Testing Program - Asphalt or Concrete.

c.  Transportation Program - Highway Materials, Highway Surveys or Highway Construction Inspection

4. Possession of a Level III Survey Technician Certification from the National Society of Professional Surveyors may be substituted for the General Experience requirement.


Familiarity or knowledge of SiteManager or other similar Construction Management Reporting Software, CTDOT Standard Specifications, CTDOT Construction Manual, Microsoft Excel, Microsoft Word, and Microsoft Access is preferred. In addition, we seek strong work ethic and interest to work in the transportation construction engineering field.  Professional ambition demonstrated by taking the Fundamentals of Engineering (FE) exam and obtaining an Engineer-In-Training license is a plus.  Relevant information such as possession of any licensure, any specialization in college, or relevant internships must be included in the application package.
