At the State of Connecticut, Department of Energy & Environmental Protection (DEEP), we are dedicated to conserving, improving and protecting our natural resources and the environment - and increasing the availability of cheaper, cleaner and more reliable energy.  

The  Bureau of Air Management Engineering Division’s Air Permitting Group is responsible for issuing construction and operation permits for equipment and processes that emit air pollutants.  The air permit process assures that new and modified sources of air pollution, when considered with background levels of air pollution, do not cause or contribute to violations of ambient air quality standards.  This involves reviewing the design, proposed operation, and raw material inputs to the emissions source to determine potential air pollution emissions and specify emissions control equipment and operational limitations to reduce those emissions.  

DEEP currently has job opportunities for two (2) Engineer Interns within the Bureau of Air Management Engineering Air Permit Groups.  Engineer Interns receive training under direction of a supervisor or senior staff for a period of one year before being promoted to Air Pollution Control Engineer 1 upon successful completion of the training period. 

This position provides a unique opportunity to join the team committed to implementing air permitting programs under Clean Air Act requirements.  As a trainee, interns learn to review sources of air pollution to determine applicability of air permitting programs, to evaluate emissions control equipment, and to write enforceable construction and operational limitations that emissions from the source do not cause or contribute to violations of air quality standards.These positions will work out of our downtown Hartford Office, located at 79 Elm Street, across from historic Bushnell Park.

These positions are full-time, 35 hours per week, Monday – Friday.

Salary Note: Upon initial entry to this class, incumbents will be placed in Salary Group ES 18, step 5, $55,625/yr.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for receiving training in introductory professional engineering work for the development of technical and professional engineering skills and knowledge in order to qualify for advancement to the technical engineering work of the agency.

EXAMPLES OF DUTIES

Performs a wide variety of increasingly difficult duties as technical skills are acquired during course of training period.

Interns will be required to attend formal training classes and review self-study materials to enhance their knowledge of air pollution control.

Target position duties include:

Assisting in the evaluation of all types of air pollution sources and their associated control equipment;

Assisting with air emission rate calculations, drafting permit language, conducting technical and economic analyses to determine appropriate levels of emissions controls;

Determining appropriate monitoring and record keeping requirements to assure compliance with the permit language;

Negotiating permit terms and conditions with permit applicants; and

Performing related duties as required.

KNOWLEDGE, SKILL AND ABILITY

General knowledge of basic engineering theories, principles and methods; skill in use of drafting and calculating instruments; considerable ability in performing mathematical computations, making neat and accurate drawings and preparing minor design and structural details; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Bachelor's degree in the discipline required by the target class.

PREFERRED QUALIFICATIONS

Bachelor’s degree in Mechanical, Chemical, Electrical or Environmental Engineering;

Training in interpreting, regulations, statutes, and relevant policies;

Knowledge of sources of air pollution and air pollution control technologies;

Knowledge of the Clean Air Act and Clean Air Act Amendment of 1990;

Knowledge of case documentation and training in preparing clear, concise and technically sound reports;

Good organization skills, including ability to effectively prioritize tasks;

Strong computer skills;

Strong oral and written communication skills;

Good communication skills including ability to comprehend and follow oral and written instructions; and

Training and/or experience working in a team as well as independently.
