The Bureau of Energy and Technology Policy (BETP) works on local, state and regional energy policy issues and program implementation for the Connecticut Department of Energy and Environmental Protection (DEEP) with the goal of establishing a clean, economical and reliable energy future for all residents. The Office of Building and Transportation Decarbonization is responsible for overseeing the Conservation and Load Management Plan and the Weatherization Assistance Program, coordinates with the Air Bureau on the development and implementation of the Electric Vehicle Roadmap, coordinates within DEEP and with other agencies to develop and implement the Lead By Example program, and contributes to other decarbonization efforts.

DEEP has a current agency promotional opportunity for an Associate Research Analyst for our Lead by Example program. This position will be responsible for implementation and execution of the responsibilities to support Governor Lamont’s Executive Order 1, which includes working with state agencies to improve the efficiency and sustainability of state government operations.

This position is full-time, 40 hours per week, Monday – Friday.

*For employees in the classified service, permanent status is obtained after successful completion of a working test period.  For employees in the unclassified service, permanent status is obtained after serving in a position for at least six months (full-time or full-time equivalent).

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency, this class is accountable for performing the most complex tasks in the development and implementation of research projects.

EXAMPLES OF DUTIES

Performs most complex duties in area of research design and implementation; develops and conducts formal research methodologies and procedures and analyzes and evaluates data; designs data collection forms and develops procedures; performs complex statistical analysis; prepares comprehensive narrative and statistical reports; may prepare special reports for agency officials in response to inquiries from legislature or the public; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of research methods and techniques; considerable knowledge of principles, concepts and methods of statistical analysis; knowledge of agency related policies and procedures as related to research; considerable oral and written communication skills; interpersonal skills; considerable ability to analyze data; ability to develop programs and use prepackaged computer programs to perform data analysis.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of professional experience in research, data analysis or economics.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been conducting research at the level of Research Analyst.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  2. A Master's degree in economics, statistics or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience working with other state agencies in the state on sustainability and energy efficiency.
  • Understanding of financing and other mechanisms necessary to make the changes envisioned by Governor Lamont's Executive Order 1.
  • Strong research and analysis skills.
  • Strong written and oral communication skills.
  • Strong group facilitation skills.
