Introduction


The State of Connecticut Department of Developmental Services (DDS) has one (1) current full-time  job opportunity for a  Developmental Services Program Manager position.  This position is part of the Educational Support and Staff Development Division and is based out of the DDS Office located on Woodland Street in Hartford, CT.   

This is a full-time forty (40) hour per week position.  The work schedule is Monday through Friday on first shift.  However, must be flexible and willing and able to work off hours, including some holidays, nights and weekends as needed to meet the training needs of the Agency

This position is open ONLY to current DDS employees.

*For employees in the classified service, permanent status is obtained after successful completion of a working test period.  For employees in the unclassified service, permanent status is obtained after serving in a position for at least six months (full-time or full-time equivalent).

Incumbents in this class will be required to possess and retain a valid Motor Vehicle Operator's license. 

Incumbents in this class will be required to travel statewide.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Developmental Services, at a regional office or in the central office this class is accountable for directing a program which provides services to individuals with intellectual disabilities and related conditions and their families.

EXAMPLES OF DUTIES

The incumbent in this position will be responsible for a full range of Program Manager functions including but not limited to: Directing staff and operations of the Staff Development Unit; coordinating, planning and managing unit activities; formulating program goals and objectives; developing policy; interpreting and administering pertinent laws, including collective bargaining agreement requirements for training; evaluating and managing staff; managing the budget; maintaining contact with Private Sector Agencies; overseeing accounting and funding for Staff Development; organizing and/or managing training task forces as well as ad hoc work groups; managing and/or coordinating development of reports on training requirements and ensuring DDS meets requirements set by the DOJ, DOL, contracts and law; keeping department managers informed of activities; determining priorities; collaborate with other state agencies and private sector to train; may manage activities to identify and/or adapt new concepts, ideas and state of the art training programs; perform related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of modern principles and practices of community based integrated services for individuals with intellectual disabilities and related conditions; considerable interpersonal skills; considerable oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of professional experience in the provision of human services programs for individuals with intellectual disabilities and related conditions.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory capacity in a program providing services to individuals with intellectual disabilities and related conditions.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in education, psychology, rehabilitative therapy, social work or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.

2. A Master’s degree in education, psychology, rehabilitation therapy, social work or a closely related field may be substituted for one (1) additional year of the General Experience.

3. Four (4) years as a Developmental Services Residential Program Supervisor 1.

PREFERRED QUALIFICATIONS

  • Ability to be flexible to pitch in when needed and to hold staff accountable to their actions 
  • Proficiency in Microsoft Office Suite, especially excel, including data analysis and reporting 
  • Experience with managing large training staff scattered in decentralized training sites
  • Experience writing annual reports
  • Experience with managing budgets and diverse needs of a unit
  • Experience with managing conflicts and effectively communicate at all levels
  • Ability to represent the unit at several venues effectively
  • Ability to develop and maintain high standard of quality
  • Will need to work off hours including some holidays, night and weekends to meet training needs
  • Ability to travel statewide
