Introduction

The State of Connecticut Office of the Secretary of the State is recruiting for an Elections Officer position with the Elections Division. This is a full-time (40 hours) position (with work hours Monday - Friday from 8:00AM to 5:00PM) and is centrally located in Hartford, CT.  

As an Elections Officer, your role is essential to securing the integrity of our election process and the computer and communication systems that support our elections. The successful candidate will be able to assist in the biennial compilation and publication of election laws; answer inquiries and prepare memoranda relating to election laws; examine nominating and primary petitions; draft revision of forms and calendars relating to elections and nominating procedures; participate and assist in the planning of conference relating to elections administration; work with the Information Technology Division to help manage existing technology and implement new technology for election management systems, accessible voting systems, online voter registration, online training videos for poll workers, motor-voter registration and other agency programs, and provide telephone support on the election systems to the town clerks, registrars and their assistants; evaluate and update our current cybersecurity practices in light of the designation of elections as critical infrastructure by the federal government;  prepare material for and assist in conducting Election Official Conferences, including training on security protocols for Town Clerks and Registrars of Voters.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of the Secretary of the State and the Elections Enforcement Commission this class is accountable for independently performing a full range of tasks in assisting in the administration of election laws or the administration and enforcement of campaign financing and disclosure laws.

EXAMPLES OF DUTIES

Assists in the preparation and editing of ballots, forms and instructions related to elections or campaign financing; prepares and furnishes information and educational materials for state and local officials, candidates, political committees, lobbyists, citizens and other concerned parties concerning elections or campaign finance; drafts legislation and procedural and substantive regulations; prepares materials for legislative committees; may conduct training for elections officials or campaign treasurers; performs related duties as required.

OFFICE OF THE SECRETARY OF STATE: Assists in the biennial compilation and publication of election laws; answers inquiries and prepares memoranda relating to election laws; examines nominating and primary petitions; drafts revisions of forms and calendars relating to elections and nominating procedures; participates and assists in the planning of conferences relating to elections administration; prepares materials for and assists in conducting Election Official Conferences for Town Clerks and Registrars of Voters.

ELECTIONS ENFORCEMENT COMMISSION: Reviews and records all campaign filings required by committees and maintains a schedule of filings; notifies treasurers of filing dates; ensures timely filing of campaign reports; enforces late filing penalties for delinquent reporting; assists in the development and design of electronic campaign reporting systems and other system support by communicating needs and collaborating with staff on solutions; coordinates with staff attorneys concerning handling violations of reporting laws; conducts research and prepares reports concerning campaign finance practices, trends and developments; assists in accounting functions related to the public financing grant program.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of campaign financing and disclosure laws; knowledge of Connecticut election laws; interpersonal skills; oral and written communication skills; considerable ability to interpret and clearly explain election laws and campaign financing and disclosure laws; ability to interpret complex legislation; ability to utilize computer software.
STATE ELECTIONS ENFORCEMENT COMMISSION: Knowledge of records management techniques.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in providing complex clerical support involving the legal and technical aspects of elections and/or campaign financing.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in a closely related field may be substituted for one (1) additional year of the General experience.

  • Outstanding interpersonal skills and clear verbal and written communication skills
  • Proven ability to facilitate and deliver training programs
  • Ability to grasp new techniques, read, interpret and apply work related rules, regulations, laws and procedures
  • Excellent knowledge of election procedure, practice and legislation
  • Knowledge of regulations and laws governing county election activities
  • Knowledge of voter registration systems and elections equipment 
  • Must be PC proficient and have experience with Microsoft Office Suite, specifically Excel
  • Excellent administrative, organizational, attention to detail and problem solving skills
  • Ability to work with the public in stressful situations with civility, professionalism and courtesy 
  • Ability to work under pressure, plan, prioritize and to work to tight deadlines
  • Ability to effectively handle sensitive and confidential information 
  • Experience with IT policies and regulation
