Introduction

The State of Connecticut Department of Transportation (DOT) invites its qualified agency employees to apply for the position of an Associate Accountant in the Bureau of Finance & Administration, Public Transportation, Transit Support section. This position is responsible for the reconciliation of department expenditures to transit entities to verify compliance to funding instruments and works closely with staff in the Bureau of Public Transportation's Transit, Ridesharing and Regulatory Units to resolve issues and coordinate communication with transit operators and municipalities.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for performing the most complex accounting tasks within a variety of accounting programs and systems. This class may also be accountable for lead or consultative responsibility.

EXAMPLES OF DUTIES

Administer fiscal aspects of agreements by reviewing and verifying funding, thoroughly reviewing invoices, coding contracts, creating purchase orders, maintaining drawdowns and reconciling payment in CORE. Responsible for the financial review of 16 transit districts under the guidelines of the Single State Audit. Prepares queries to ensure payments comply with transit agreement. Compiles governing documents to support payments. Compares CT DOT records to Audit Reports to determine if there has been an under or over payment to the transit district. Assist with budget management by creating queries to analyze and forecast annual expenditures for lapsing transit, ADA and DAR appropriations and update associated reports. Responsible for the bi-monthly payment to CTtransit to cover operation cost and capital improvement invoices. Reconciles revenue received from private carriers and deposited into the state bank account. Prepares SSJs to move funds to appropriate SID. Reconciles Transportation at Work funds and reallocates funding by SSJ. Corrects coding of expenditures by SSJ or APC as necessary. Budget clears travel requests for the Bureau of Public Transportation. Acts as a liaison with CPA firms by responding to their Audit Confirmation letters by verifying payments and providing detail they request to confirm. Uploads budgets for annual lapsing appropriations. Oversees an accountant position.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of professional accounting principles and practices including governmental accounting and budgeting; interpersonal skills; oral and written communication skills; considerable ability to analyze and evaluate financial records, methods and procedures; ability to devise and install accounting procedures and systems; some supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in accounting or auditing.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been at the level of Accountant, Auditor or Accounts Examiner with responsibility for the exercise of independent analysis and judgement in the application of professional accounting principles and practices.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  1. College training in accounting or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  2. A Master's degree in accounting may be substituted for one (1) additional year of the General Experience.
  3. Certification in any of the following may be substituted for one (1) year of the General and Special Experience: Certified Public Accountant, Certified Internal Auditor.

PREFERRED QUALIFICATIONS

Experience with the CORE EPM Module, Excel Pivot Tables and reconciliation of financial records.
