Introduction

The State of Connecticut Department of Correction currently has an Sr. Network Engineer (Information Technology Analyst 3), 40 hours per week, M-F, within Information Technology Department.

The mission of the Information Technology Department within the Department of Correction is to provide technological systems to assist staff to improve the management, facility services, security and supervision of offenders and meet the strategic initiatives of the Department. It is also the goal of the Unit to provide timely, consistent and accurate information to those requiring information from the Department.

The Department of Correction (DOC) is seeking an individual to install, troubleshoot and maintain a Cisco enterprise infrastructure. In a state agency Information Technology (IT) environment, this class is accountable for performing the most complex and technical support work engaged in information systems and network technical support.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency Information Technology (IT) environment, this class is accountable for performing the most complex and technical support work and/or acting as a working supervisor of Information Technology Analysts engaged in information systems development or technical support. 

EXAMPLES OF DUTIES

  • Performing project-based engineering, design, installation and troubleshooting of data networks.
  • Designs and implements complex communications networks and disaster recovery plans.
  • Diagnoses host system problems and develops and coordinates resolutions.
  • Analyzes network topologies to determine potential issues and makes suggestions for recommended changes.
  • Manages planning, analysis, design, selection, installation and implementation of new technologies.
  • Tests and evaluates new hardware and/or software and makes recommendations for hardware and/or software purchases.
  • Determines interface and utility requirements and creates design specifications.
  • Makes recommendations for migration and upgrade directions.
  • Acts as project coordinator overseeing other technical staff and support personnel.
  • Plans and calculates project time and cost estimates.
  • Prepares necessary procedural specifications to meet design requirements.
  • Assists in development of information technology policies, procedures and standards
  • Participates in Request for Proposal (RFP) process.

KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in information technology (IT) operations, programming, systems/software development or another IT related field.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been at the full professional working level with responsibility for performing a full range of complex technical support functions in one of the following areas:
1. Assisting in the design, implementation and management of a major communications network.
2. Providing technical and administrative support for a wide area network (WAN) or mini-computer system.
3. Assisting in the installation and maintenance of major sub-systems or installing and maintaining other host and/or network software.
4. Participating in the design and development of system applications.
5. Serving as a project coordinator responsible for coordinating the design, development, programming and implementation of moderately complex information systems projects.
NOTE: For state employees this is interpreted at the level of Information Technology Analyst 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in management information systems, computer science or information technology related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling six (6) months of experience to a maximum of four (4) years for a Bachelor's degree.

2. A Master's degree in management information systems, computer science or electrical engineering may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

The ideal candidate must be technically-skilled (see preferred qualifications below), organized, systematic, hard-working, and solutions-oriented. The preferred candidate will possess deep knowledge and experience in the following areas:

  • Assisting in the design, implementation and management of a major computer network.
  • Providing technical and administrative support for a wide area network (WAN).
  • Experience in design of fully redundant, converged data center networks and troubleshooting based on Cisco Nexus systems.
  • Experience designing moderate to large size data centers and campus/enterprise WAN.
  • In-depth knowledge of network technologies; routers, switches, load balancers, firewalls, routing protocols.
  • Enterprise Switching, Routing, Firewall – Cisco IOS, Cisco Nexus.
  • Disaster recovery solutions: backup/recovery, active/standby, active/active.
  • High availability architectures and clustering solutions.
  • Knowledge of Converged Infrastructure of servers, storage, networking and virtualization.
  • Hands-on experience with monitoring, network diagnostic and network analytics tools.
  • Cisco Wireless; hands-on experience deploying Wireless technologies.
