This position is considered a Central Office position that will be based out of the MacDougall-Walker Correctional Institution in Suffield, CT. This is a Monday - Friday position, 40 hours per week that will oversee the Commissary operations for our largest operation in terms of facilities, staff, sales, and inmate program participants, District 1. The facilities serviced by District 1 include MacDougall-Walker CI, Carl Robinson CI, Osborn CI, Willard-Cybulski CI, and Northern CI. District 1 also includes a warehouse at MacDougall CI.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Correction at a correctional institution, this class is accountable for the planning, development, management and coordination of a district correctional commissary operation.

EXAMPLES OF DUTIES

Plans and manages the sale and delivery of commissary products to inmates within assigned district; promotes sale of products; assists in administering commissary revolving fund; establishes and maintains operating and/or training procedures for commissary inmates; assigns and manages various functions of commissary such as product delivery, production, receiving and inventory of merchandise, special sales; promotes and coordinates handling, use and distribution of commissary merchandise; implements commissary operating policies; prepares financial statements and assists in preparation of budget estimates; maintains budget control by monitoring expenditures against allotments; maintains records, conducts correspondence and prepares reports related to commissary program; consults with Commissary Leads to determine requirements and specifications for supplies, materials and equipment and coordinates same with purchasing officer; promotes establishment of new commissary services and evaluates effectiveness of present services; assists in formulating and implementing operating policies; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; assumes responsibility for custody and security of assigned inmates, buildings, grounds and operations; participates in crisis intervention as needed; may counsel inmates; may participate in disciplinary hearings; may physically restrain inmates, quell disturbances and otherwise assist security forces in emergencies as well as code response; maintains discipline among employees and inmates; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of retail purchasing principles and procedures; considerable knowledge of stock and inventory control methods; considerable knowledge of relevant agency policies and procedures; considerable knowledge of policies and procedures utilized in correctional facilities; considerable knowledge of modern correctional methods and practices; considerable knowledge of standard security measures and appropriate methods of inmate supervision and discipline; knowledge of and ability to apply management principles and techniques; knowledge of current concepts of  practices in merchandise order processing, line production and delivery management in a correctional environment; knowledge of bookkeeping controls; basic knowledge of principles of budgeting and accounting;  considerable interpersonal skills; oral and written communication skills; ability to keep records and make reports.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in commissary or retail merchandising, purchasing or warehouse operations within a correctional setting.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory capacity.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for Bachelor's degree.

PREFERRED QUALIFICATIONS

Preference will be given to candidates who have experience within a Correctional Commissary facility.
  • Have the ability to train, instruct, coach, and monitor staff and inmate program participants
  • Candidates should possess experience in problem solving and the ability to build positive and productive relationships with facility administrators is highly desired
  • Computer skills and proficiency in Microsoft Office products, specifically Excel and Word, CORE CT, Syscon, and Scantron products and applications are required

CHARACTER REQUIREMENTS

In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.

PHYSICAL REQUIREMENTS

Incumbents in this class must have general good health, be free from any disease or injury which would impair health or usefulness and possess and retain sufficient physical strength, stamina, agility, endurance and visual and auditory acuity required to perform the duties of the class.

WORKING CONDITIONS

Incumbents in this class may be exposed to stress of confinement within a dangerous and volatile prison population and to danger of injury from assaultive and/or abusive inmates.
