The DMHAS, Office of the Commissioner (OOC) seeks a dynamic and experienced individual for the position of Behavioral Health Clinical Manager (PCN 123581).  This position manages community services within the Forensic Services Division (DFS) which collaborates with state and local criminal justice agencies to provide behavioral health services to adults.  This position is located in Middletown, CT and is conveniently located off Route 9. This is a full-time, 40 hour per week position with work schedule of Monday – Friday, 8:00am – 4:30pm.

You will discover the opportunity to:

  • Be responsible for the development, implementation and management of new and existing community programs that require collaboration between DMHAS and police, courts, jail, prison, parole, and probation; 
  • Participate in negotiation, preparation, and management of contracts with community agencies to provide services; 
  • Resolve system issues that involve multiple state and private agencies and offices; 
  • Ensure program efficacy and efficiency; 
  • Represent DMHAS on state-level formal and ad hoc committees and initiatives regarding services to justice involved adults with substance use disorders and/or mental illness;
  • Develop program budgets; 
  • Develop training for program and Criminal Justice agency staff; 
  • Develop Quality Improvement and data reporting plans and processes; 
  • Analyze program data and produce reports from program data and data from Criminal Justice agencies; 
  • Utilize your significant working knowledge of the state criminal justice system.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Mental Health and Addiction Services and Developmental Services, this class is accountable for directing a clinical division, a clinical discipline or a clinical program within a specified geographic area.

EXAMPLES OF DUTIES

Manages the staff and operations of a clinical program, discipline or specialized area; coordinates, plans and manages program activities; formulates program goals and objectives; develops or assists in the development and implementation of related policy; interprets and administers pertinent laws; monitors and evaluates staff; prepares or assists in preparation of program budget; maintains contacts with individuals both within and outside of program who might impact on program activities; ensures program compliance with standards established by outside monitoring agencies; participates in grant and contract preparation and administration; manages the recruitment, selection and retention of program staff; ensures compliance with quality assurance findings and recommendations; promotes cultural diversity in workplace and ensures client rights; identifies and plans training and development needs; analyzes problems at program level and takes appropriate action; initiates workforce planning and monitors staff utilization to meet identified goals; prepares or oversees preparation of reports; investigates and responds to critical incidents; may represent program in grievances and hearings; may perform clinical duties; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles, practices and issues of behavioral health care; considerable knowledge of resources available to client population; considerable knowledge of agency policies and procedures; knowledge of behavioral health policies and systems; knowledge of recovery principles and practices; knowledge of resources available to client population; knowledge of principles and practices of public and/or health care administration; knowledge of and ability to apply management principles and techniques; knowledge of relevant state and federal laws, statutes and regulations; considerable interpersonal skills; considerable oral and written communication skills; ability to influence actions of others; ability to negotiate, mediate, and resolve conflicts; ability to analyze and synthesize information; ability to collaborate within program, department, agency, and community; ability to interpret standards, contracts and regulations.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of professional experience in Behavioral Health Care and a Master Degree in a clinical discipline, Public Health Administration, Health Care Administration or Hospital Administration.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been supervising professional staff.

For State Employees, this is interpreted at the level of Behavioral Health Unit Supervisor; Developmental Services Supervisor of Case Management, Nurse Supervisor or Supervising Clinician.

PREFERRED QUALIFICATIONS

Preference will be given to candidates who possess:

  • Knowledge of the policies, procedures and programming of the Department of Correction, Parole, Criminal Court, Court Support Service System (e.g. Bail Commissioner, Probation) of the Judicial Branch, and law enforcement as well as the appropriate procedures for interagency collaboration;
  •  Knowledge of the activities of the CT Psychiatric Security Review Board;
  • Ability to work collaboratively with interdisciplinary staff within and across agencies;
  • Knowledge of criminogenic risk assessment and management.

SPECIAL REQUIREMENTS

Department of Developmental Services: Incumbents in this class may be required to maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse or psychologist.

Department of Mental Health and Addiction Services: Incumbents in this class must maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse, psychologist or alcohol and drug counselor.
