The State of Connecticut Department of Transportation (DOT) seeks applications for Transportation Engineer 2 (Engineering) positions in the Bureau of Engineering and Construction, Office of Engineering, in Newington.

Your role:

Transportation Engineers work in many different capacities agency-wide. Some of the areas include:

BRIDGE DESIGN: Engineers in the Division of Bridges work with a variety of transportation structures and:

• Use advanced analysis software and CADD technology to prepare designs including geometrics, drainage, structural analysis and creating bid documents
• Perform cost estimating
• Design and create contract documents for bridge structures, traffic structures, and roadway structures
• Oversee and administer projects from project concept, through design, to construction
• Prepare environmental permits and coordinate with both municipalities and utilities entities
• Review and approve shop and working drawings for projects in construction, and work with fabricators and contractors to facilitate construction and to ensure contract compliance
• Provide construction support when problems arise during construction and prepare change orders
• Fully inspect bridges to address the safety, capacity, and efficiency of the State’s bridge infrastructure
• Design new bridges and rehabilitate and preserve deteriorating bridges
• Perform bridge load ratings to determine the safe carrying capacity of bridges
• Carry out detailed hydraulic analysis and review analysis done by outside parties
• Manage projects and programs designed by consultant firms

HIGHWAY DESIGN: Highway engineers have the challenge to not only improve Connecticut’s transportation system to meet operational and safety needs, but also to balance this against environmental, historic, cultural, community, aesthetic, and economic impacts. Engineers in the Division of Highway Design:

• Develop projects that improve the safety, capacity, and efficiency of the State’s transportation system
• Find solutions to challenging roadway and multi-modal improvement problems
• Evaluate design alternatives to ensure the best designs
• Utilize CADD and other cutting-edge computer technology to perform a wide variety of technical analysis, including geometrics, drainage, and cost estimating
• Make multi-media presentations of projects to municipalities, residents, businesses and the public
• Provide technical engineering support during the construction of projects
• Have a challenging work environment, and excellent training to improve technical and communication skills

TRAFFIC ENGINEERING: Traffic Engineering offers engineers exposure to stimulating work assignments to enhance their engineering skills. Engineers in the Division of Traffic:

• Conduct traffic engineering studies
• Perform traffic flow analyses utilizing state-of-the-art engineering methods and computer software programs
• Develop designs for traffic signal systems and traffic control signals
• Review major commercial developments for their effect on highway operations

 

Positions may also be available in other program areas such as hydraulics and drainage, electrical engineering, facilities design, environmental engineering, pavement management, geotechnical engineering, engineering computer applications development and other transportation engineering areas.

In addition to meeting the minimum qualifications as listed on this job opening, candidates must possess knowledge of transportation engineering theories, principles and methods; skill in use of computer aided design software (Microstation preferred) and other computer applications including Word and Excel; strong oral and written communication, organizational and interpersonal skills; ability to read and analyze construction plans and estimates; ability to problem solve, recommend and implement effective solutions in a timely manner; ability to prioritize and multi-task; considerable ability in performing mathematical computations, making neat and accurate drawings and preparing design details

Applicants must be legally authorized to work in the United States, available to travel to and attend training, conferences, public meetings, field reviews, etc. both within and outside of normal working hours when necessary, and must have a valid Driver's license. PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation and the Connecticut Airport Authority, this class is accountable for independently performing a full range of engineering or related tasks in one or more aspects of transportation engineering projects or studies in the following areas: administration, bridge design, design, drainage, electrical, foundations, hydraulics, maintenance, operations, pavement management, regulation compliance, rehabilitation, research, traffic or utilities.

EXAMPLES OF DUTIES

Acts as a team member in preparation and review of plans and estimates for construction or maintenance of bridges, structures, highways and transportation facilities; performs designs for horizontal and vertical geometry necessary for development of highway design plans, profiles and cross sections; develops necessary coordinate geometry for layout of design plans; prepares and reviews computations for storm drainage systems and culvert designs; assists in project budget preparation, report writing, general planning and administration of unit work from an engineering project coordination and technical stand point; conducts engineering procedural studies; prepares research and administrative reports; plans and oversees highway maintenance; oversees activities of lower grade engineers and technical aides in traffic control and operation studies, designs and analyses; prepares and reviews storm drainage systems and culvert designs and computations for watersheds of 1000 acres and less; performs mathematical calculations in development of flood profiles, synthetic hydrographs, flood routing, energy dissipation, pollution abatement and erosion protection; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles and practices of more than one specialized field involved in transportation engineering such as bridge design, foundations, highway design, transportation facilities design, transportation planning, maintenance, drainage or hydraulics, research, pavement design, pavement management and traffic; considerable skill in use of computer aided design and drafting (CADD) applications; considerable technical skills in preparation of engineering and administrative reports; skill and ability to analyze and evaluate engineering, highway, structural and pavement design, hydraulic and traffic problems and provide effective solutions; interpersonal skills; oral and written communication skills; ability to perform complex mathematical calculations; ability to develop and interpret plans and specifications.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Bachelor’s degree in Engineering and two (2) years of experience in a professional transportation engineering or transportation construction engineering capacity.

Note: For State employees, one (1) year of experience must have been at the level of Transportation Engineer 1 (Engineering) or (Construction Engineering). 

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. Possession of Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the Bachelor’s degree requirement.

2. Possession of Engineer-In-Training (EIT) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the Bachelor’s degree requirement.

3. A Master’s degree in engineering may be substituted for one (1) year of the General Experience.

PREFERRED QUALIFICATIONS

In addition to a Bachelor of Science degree in Engineering from an accredited institution, we seek strong work ethic and interest to work in the transportation engineering field. Other preferred qualifications may include:

• Possession of a civil engineering degree or other engineering degree in a position-relevant discipline;
• Achievement of a highly successful grade average in relevant engineering courses;
• Specific engineering-related computer software knowledge;
• Excellent presentation skills and oral and written communication skills; and,
• Professional ambition demonstrated by taking the Fundamentals of Engineering (FE) exam and a future goal to pursue professional licensure is a plus.

Relevant information such as possession of any licensure, degrees, engineering specialization in college,  relevant internships, as well as all work experience, must be included in the application package.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's license.

2. Incumbents in this class may be required to travel.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from highway or construction environments and a moderate degree of discomfort from exposure to year round weather conditions.
