We are seeking a full-time Fiscal Manager (Mental Health Services Manager), PCN: 025723, to join our Western CT Mental Health Network leadership team.

This position is located at 55 W Main Street, Waterbury and is a full-time 40 hr/week position working Monday – Friday, 8:00 a.m. – 4:30 p.m. Travel is required.

You will play a key role in:

  • Providing fiscal oversight for all aspects of the facility budget, including preparation, asset management, accounting and financial reporting and analysis, oversight of expenditures, and purchasing;
  • Working closely and collaboratively with Human Resources regarding positions/refills on a monthly basis monitoring staff vacancies and hiring;
  • Responsible for prompt payments on invoices, ergonomic requests, mileage and conference reimbursements;
  • Updating and maintaining fiscal policies;
  • Serving as a liaison, along with our Contracts and Compliance Manager, to DMHAS non-profit providers in fiscal/programmatic matters.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Mental Health and Addiction Services, this class is accountable for managing fiscal/administrative functions and activities of a mental health facility.

EXAMPLES OF DUTIES

Manages administrative and fiscal direction of a mental health facility; assists Superintendent or Fiscal Director in formulating policy and procedures governing general administration and management of institution; coordinates preparation for Joint Commission on the Accreditation of Hospitals and other accreditation surveys; develops and manages a system for ongoing administrative self-assessment and corrective action between accreditation surveys; confers with and advises clinical leaders on problems of operation management and control; carries out programs and policies of Superintendent; plans and directs administrative activities necessary for development of new mental health programs and/or expansion of existing programs; directs formulation and administration of facility budget; inspects facility building and grounds to ensure effective and efficient services and proper utilization of properties and resources; prepares, maintains, and exercises facility disaster plans; may assume a leadership role in program development by planning and coordinating both administrative and programmatic components; may serve in absence of Fiscal Director or Superintendent; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of principles and practices of public administration; considerable knowledge of principles and practices of mental health facility administration; considerable knowledge of mental health policies and systems; considerable knowledge of Joint Commission on the Accreditation of Hospitals and other relevant accreditation standards; considerable interpersonal skills; considerable oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in business administration or health care administration involving responsibility for financial management or budget development.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Four (4) years of the General Experience must have been in a professional organization that provides mental health or intellectual and developmental disability services or general hospital administration.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in Public Health, Public Administration, Business Administration with a specialization in health services or hospital administration, or a Master of Social Work with a concentration in either administration or policy and planning may be substituted for one (1) year of the General Experience.

PREFERRED QUALIFICATIONS

Preference will be given to candidates with the following:

  • Experience in a hospital or congregate care setting
  • Experience creating and working with EXCEL spreadsheets
