Introduction

Currently, the Agency's Western CT Mental Health Network (WCMHN) seeks a qualified individual for the position of Behavioral Health Program Manager (BHPM-#25735), located at 55 West Main St. Waterbury.  This is a full-time, 1st shift, Monday-Friday position working 40 hours/week between the hours of  8:00 a.m. – 4:30 p.m.

The Behavioral Health Program Manager ensures WCMHN adheres to DMHAS' compliance standards, and monitors potential breaches regarding HIPAA and Protected Health Information.  Through utilization management, the BHPM will ensure Network clients move through services in a clinically appropriate manner while, at the same time, allowing for new clients to enter the system.

In this role, you will also have the opportunity to:   

  • Work collaboratively with non-profit agencies and assist them with contract adherence, providing consultation as needed.
  • Plan and coordinate education and training activities regarding HIPAA and Protected Health Information for the service system (Waterbury, Danbury and Torrington) to include both state and contract agency staff.
  • Perform utilization management for all programs within WCMHN (Danbury, Torrington and Waterbury) as well as for the contract agencies throughout the Region.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Mental Health and Addiction Services this class is accountable for assisting in the management of a statewide program in a geographical area; accountable for assisting in the management of a specific behavioral health program or serving as a clinical team leader.

EXAMPLES OF DUTIES

Provides administrative direction for special programs; assesses staff needs for delivery of services; assists in formulating policy and procedures relating to general administration of a managed service system; develops and maintains appropriate fiscal and programmatic mechanisms to ensure continuity of care to a defined population and appropriate allocation of resources; carries out policies and directives of department; assists in coordinating, planning and managing administrative and/or fiscal and clinical activities; prepares and administers facility and community grant budgets; interprets and administers laws pertaining to program; maintains contact with individuals, groups and other organizations which might impact on program operations; ensures compliance with internal agency and accrediting bodies' standards; trains and evaluates staff; may assume a leadership role for agency system wide program development and administration activities; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles and practices of public administration; considerable knowledge of principles of mental health treatment and program design; considerable knowledge of managed care system principles and practices; considerable knowledge of clinical treatment methodologies and programs for psychiatric clients; considerable knowledge of community resources; knowledge of assertive treatment programs; knowledge of quality assessment and/or improvement techniques and accreditation body standards; knowledge of relevant federal, state and agency laws and regulations; considerable interpersonal skills; considerable oral and written communication skills; ability to analyze and prepare budgets; ability to prepare and administer grants.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in business or health care administration or program development involving responsibility for financial management, budget development or grants management or professional health care or social services experience.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a professional supervisory level in a behavioral health care program.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) years of experience to a maximum of four (4) years.
  2. A Master's Degree in public or health care administration or a Master's Degree in business administration with a specialization in health services or hospital administration, a Master’s Degree in social work or a Master's Degree in a related health care discipline may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

The preferred candidate will have:

  • Experience applying standards related to compliance, HIPAA and Protected Health Information;
  • Understanding of the monitoring process of private non-profit contracts;
  • Demonstrated leadership skills.

SPECIAL REQUIREMENTS

Incumbents in this class may be required to possess appropriate current licenses or certifications.
