Introduction

The State of Connecticut Department of Transportation (DOT), Bureau of Policy and Planning, is currently recruiting for a Connecticut Careers Trainee (CCT) with a target class of Transportation Planner 1 in the Office of Highway Safety. This position is full time, Monday through Friday. Occasional overtime and weekend work may be required.

The Highway Safety Office is responsible for State Highway Safety program management, fiscal planning, problem identification and countermeasure selection related to highway safety behavioral programs. This unit is responsible for grant implementation, management and monitoring in accordance with Federal funding requirements for section 402, 405 and 1906 grant programs. This unit also works with data control and quality measures in coordination with the Crash Data Repository at the Connecticut Transportation Safety Research Center.

Eligibility for promotion to the target classification of Transportation Planner 1 is earned upon successful completion of the training program. A candidate with a Bachelor's degree will serve a two (2) year training program. A candidate with a Master's Degree in civil engineering, transportation, urban, regional or environmental planning will serve a one (1) year training program.

Applicants MUST be legally authorized to work in the United States, possess a Bachelor's or Master's degree from an accredited college or university; be available to travel to and attend training, conferences, public meetings, field reviews, etc. both within and outside of normal working hours when necessary, and possess and retain a valid Driver's license.

*Annual salaries are to be set as follows: $48,427 (Bachelor's degree); $50,171 (Master's degree); $55,410 (second year of training)

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for mastering the skills necessary to satisfactorily complete the training program for a professional position.

EXAMPLES OF DUTIES

In a department or institution receives training in introductory governmental work for development of skills and knowledge in field of public administration in order to qualify for advancement into agency professional positions; performs a variety of increasingly difficult duties as skills are acquired during course of training period; performs related duties as required.

The candidate selected for this position will work under the guidance of a Transportation Planner 2 or an employee of a higher grade to assist with developing varying components of and undertaking various tasks relating to the preparation, development, publication and implementation of the State’s Annual Highway Safety Plan.

Daily tasks include:

• Ability to conduct research through a variety of mediums including the internet;
• Collecting, organizing, analyzing and interpreting of data;
• Researching, reviewing and preparation of subject material for reports;
• Identification of traffic safety problem areas through a variety of methods;
• Develop and coordinate projects to address identified traffic safety problems;
• Review ongoing safety projects to assure compliance with State and Federal regulations and conformity with highway safety grant guidelines;
• Communicate and interact with State and local elected officials, other State agencies, colleges, schools and the general public;
• Provide planning assistance and coordination of activities for Highway Safety coordinated events;
• Assist with undertaking special on-demand projects;
• Ability to establish and maintain cooperative relations with superiors, associates, law enforcement and the general public;
• Work with staff on data control and data quality management and coordination with the Crash Data Repository at the Connecticut Transportation Safety Research Center; and,
• Performing related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Oral and written communication skills; ability to acquire knowledge and skills required for the target classification; ability to understand, evaluate and solve problems by exercising judgement and logic; ability to read, interpret and understand written material; ability to perform basic arithmetical computations; ability to interpret charts, graphs and tables; learning and reasoning ability; ability to establish and maintain cooperative relations with superiors, associates and general public; ability to utilize computer software.

MINIMUM QUALIFICATIONS

Possession of a Bachelor's or Master's degree.

NOTE:

  1. If the target job classification has a Substitution Allowed that requires the Bachelor's or Master's degree to be in a specific area(s), then these specific degree areas are required for appointment to the Connecticut Career Trainee classification.
  2. Candidates cannot be appointed until all degree requirements are complete.

PREFERRED QUALIFICATIONS

Candidates with a background or education in statistical data analysis is highly preferred. Research, Communication, and Marketing are also preferred.

Other preferred qualifications include:

• Knowledge of Highway Safety principles and practices;
• Strong oral and written communication skills;
• Have an ability to multi-task; and have strong organizational skills;
• Have an understanding of social media and networking mediums;
• Working knowledge of Microsoft Office including Outlook, Word, Excel, Access and PowerPoint; and,
• Ability to work collaboratively within a team environment.
