Introduction

The State of Connecticut’s Office of Policy and Management’s (OPM) seeks to hire a Policy Development Coordinator. This is an exciting opportunity to support Governor Lamont’s legislative proposals, including initial policy development, working with the General Assembly to advance the Governor’s bills, and helping to implement new laws as passed.

Job Duties:

  • Coordinates the submission and review of legislative proposals from executive branch state agencies within OPM and with the Office of the Governor;
  • Comprehends, researches and presents the legislative proposals to the Secretary and senior staff;
  • Reviews and approves public hearing testimony of executive branch agencies;
  • Ensures actions of executive branch agencies are coordinated with the policies of OPM and the Governor;
  • Monitors activities of General Assembly committees;
  • Collaborates with the General Assembly and the Governor's office to secure passage of bills supporting the Governor's agenda;
  • Reviews legislation proposed by the General Assembly and informs OPM staff members of proposed legislation impacting OPM and informs legislative leaders of the Governor's positions;
  • Manages the legislative tracking system and bill screening process;
  • Manages the operation of the OPM Capitol Office;
  • Selects and supervises interns staffing the OPM Capitol Office;
  • Prepares summary of legislation that has passed affecting OPM;
  • Assists in implementing new laws as passed;
  • Assists in the review of proposed state agency regulations;
  • Coordinates approval of the federal block grant allocation plan; and
  • Represents the Secretary on various committees and work groups.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of Policy and Management this class is accountable for the cost analysis and research used to develop state government policy for the Secretary of the Office of Policy and Management. It coordinates the review, analysis, development and implementation of policy and programs for state agencies, towns and municipalities.

EXAMPLES OF DUTIES

Researches, reviews and evaluates cost effectiveness and fiscal implications of established or proposed policies and/or programs; assesses options and develops strategic plans to implement policy decisions; coordinates development of policies for the state, towns or municipalities; develops required recommendations for legislative or administrative actions in order to institute required policies; conducts cost benefit analysis for impact on new initiatives for municipal operations and proposes recommendations for state position; represents Secretary on various boards or commissions; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles and practices of public administration including policy development, coordination, cost benefit analysis and implementation; considerable knowledge of state, federal and municipal legislative processes; considerable interpersonal skills; considerable oral and written communication skills; ability to analyze and evaluate policy and programs; ability to coordinate and implement policy development activities and prepare and present effective reports and presentations.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience with major responsibility for the review, analysis, coordination and administration of policies and programs in a large governmental, public affairs or business organization.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  2. A Master's degree in public administration or political science may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

The preferred candidate will have experience tracking legislation; experience with the legislative process; experience working with and/or in the legislature; demonstrated proficiency in Microsoft Office; interpersonal, oral and written communication skills; and an ability to work independently or in groups in a fast paced environment.
