Introduction

The State of Connecticut Department of Transportation (DOT) has a Transportation Planner 1 position available in the Office of Highway Safety, Bureau of Policy and Planning, at the DOT Administration Building in Newington. This position is full time, Monday through Friday. Occasional overtime and weekend work may be required.

This Office is responsible for program management, fiscal planning, problem identification and countermeasure selection related to highway safety behavioral programs. This unit is responsible for grant implementation, management and monitoring in accordance with Federal funding requirements for section 402, 405 and 1906 grant programs. This unit also works with data control and quality measures in coordination with the Crash Data Repository at the Connecticut Transportation Safety Research Center.

The candidate selected for this position will work under the guidance of a Transportation Planner 2 or an employee of a higher grade to assist with developing varying components of and undertaking various tasks relating to the preparation, development, publication and implementation of the State’s Annual Highway Safety Plan. Incumbents will be required to travel throughout the state in the normal course of their workday, and may be required to travel out of state for various training, conferences, workshops, etc.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation this class is accountable for independently performing a full range of tasks in conducting transportation planning studies, programs and documentation activities pertaining to the State transportation planning program.

EXAMPLES OF DUTIES

Examples of duties include:

• Ability to conduct research through a variety of mediums including the internet;
• Collecting, organizing and interpretation of data;
• Researching, reviewing and preparation of subject material for reports;
• Identification of traffic safety problem areas through a variety of methods;
• Develop and coordinate projects to address identified traffic safety problems;
• Review ongoing safety projects to assure compliance with State and Federal regulations and conformity with highway safety grant guidelines;
• Communicate and interact with State and local elected officials, other State agencies, colleges, schools and the general public;
• Provide planning assistance and coordination of activities for Highway Safety coordinated events;
• Assist with undertaking special on-demand projects;
• Ability to establish and maintain cooperative relations with superiors, associates and general public;
• Work with staff on data control and data quality management and coordination with the Crash Data Repository at the Connecticut Transportation Safety Research Center; and,
• Performing related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of transportation planning theories, practices and procedures; knowledge of various transportation problems as related to urban centers; knowledge of related social, economic and environmental considerations; knowledge of state transportation conditions and probable trends; knowledge of basic engineering principles; interpersonal skills; oral and written communication skills; ability to conduct transportation planning and environmental studies; ability to use computer software including planning models and other programs related to planning process; ability to understand and interpret laws, rules and regulations; research ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of professional experience in transportation civil engineering or transportation, urban, regional or environmental planning.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in civil engineering, transportation, urban, regional or environmental planning may be substituted for one (1) additional year of the General Experience.
3. For State Employees three (3) years of experience as a Transportation Planning Assistant 2 or Transportation Engineer Technician may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

To be successful in this position a candidate should have:

• Knowledge of Highway Safety principles and practices;
• Possess some program management skills;
• Have an ability to multi-task; strong verbal and written communication skills; organizational skills;
• Have an understanding of marketing principals including social media and networking mediums;
• Have ability to perform basic mathematical functions; the ability to understand tables, charts and graphs; and be able to complete tasks and assignments within determined deadlines; and, 
• Candidates should be skilled in using Microsoft Office including Outlook, Word, Excel, Access and PowerPoint.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
2. Incumbents in this class may be required to travel.
