Introduction

The State of Connecticut Department of Transportation (DOT) invites qualified, current State of CT employees to apply for the position of Equal Employment Opportunity Specialist 2. The position will be located in the Office of Contract Compliance at the CTDOT Headquarters in Newington, Connecticut. The position is first shift, 40 hours per week, with a Monday through Friday work schedule.

The candidate will be responsible for assisting with the preparation and implementation of CTDOT’s FTA and FHWA Title VI plans and programs. The selected candidate should be familiar with Title VI of the Civil Rights Act of 1964, related Nondiscrimination authorities, and the requirements relative to the FHWA and FTA programs. The candidate should also have an understanding of requirements relative to the Federal Executive Order 13166 concerning Limited English Proficiency and Executive Order 12898 concerning Environmental Justice.

This individual will be responsible for conducting sub recipient and sub grantee Title VI program reviews, reviewing service and fare equity analyses, and insure demographic data is updated and being adequately utilized. The selected candidate will be responsible for preparing and conducting Title VI training to employees of sub recipients/sub grantees, analyzing equity analysis for service and fare changes, assist with the development of state-wide demographic maps using census information and develop training tools. The selected candidate will prepare Federal compliance reports, participate in federal compliance reviews and perform other duties as assigned.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for managing affirmative action plans and activities and performing the most complex tasks in an Equal Employment Opportunity program.

EXAMPLES OF DUTIES

Conduct sub recipient and sub grantee Title VI compliance reviews to determine their adherence with the Federal Title VI program requirements; monitor CTDOT’s programs and activities to ensure agency compliance with Title VI, Environmental Justice and Limited English Proficiency; assist in conducting Title VI equity analyses for service and fare changes; participate in NEPA activities relative to identifying potential socio-economic impacts and mitigation strategies for projects; provide technical guidance to sub recipients and sub grantees to assist them with the development of their Title VI Plans; provide training to sub-recipients, grantees and agency personnel, investigate complex Title VI discrimination complaints; assist with developing agency policies and procedures relative to Title VI related activities. Participate in Federal compliance reviews and perform other duties as assigned.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of relevant state and federal laws, statutes, and regulations; considerable knowledge of affirmative action plans and programs, considerable knowledge of interviewing and counseling techniques; considerable investigatory ability; knowledge of merit system selection process including recruitment, examination and classification; knowledge of needs and issues of patients, inmates, students and/or clients; considerable interpersonal skills; considerable oral and written communication skills; ability to develop and implement affirmative action plans; ability to compile, analyze and evaluate human resource records and statistical information; ability to utilize human resource information systems; some supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of professional experience in affirmative action, equal opportunity assurance or human resources management.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have involved primary responsibility for affirmative action or equal opportunity assurance in the employment setting.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in public administration, human resources management, labor relations or a closely related field or a law degree may be substituted for one (1) additional year of the General Experience.
3. For state employees one (1) year of experience as an Equal Employment Opportunity Specialist 1 may be substituted for the General and Special Experience.

PREFERRED QUALIFICATIONS

Working knowledge and understanding of the specific FHWA and FTA requirements pursuant to Title VI and related Nondiscrimination authorities. Ability to interpret Federal Nondiscrimination authorities.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.
2. In accordance with Connecticut General Statute, incumbents in this class must complete five (5) hours of training during the first year of service or designation and a minimum of three (3) hours biannually thereafter. This training shall include (1) state and federal discrimination laws and (2) internal discrimination investigation techniques which will be provided by the Commission on Human Rights and Opportunities and the Permanent Commission on the Status of Women.
