Introduction

The State of Connecticut Office of the State Treasurer (OTT) is recruiting for an Accounting Specialist in our Debt Management Division.  The Debt Management Division is responsible for the issuance, management, and accounting for the State's several bonding programs.  This is a full time (40 hours, Monday - Friday) position centrally located in Hartford, CT.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Offices of State Comptroller, State Treasurer and Policy and Management this class is accountable for highly complex accounting functions impacting a variety of state agencies.

EXAMPLES OF DUTIES

OFFICE OF THE STATE TREASURER: Ensures compliance with state and federal regulatory requirements and implements changes and enhancements to accounts and records; performs arbitrage rebate accounting for all state bond issues by monitoring and accounting for expenditures of bond proceeds by state agencies; performs calculations of imputed earnings, payments due and adjustments that are complex due to statutory or funding changes; oversees transfers to and reconciliation of state accounts and a variety of investments; manages investment of bond proceeds; prepares debt service budget; develops, designs and reviews procedures for collection and deposit of state revenues, disbursement of state expenditures, review of banking service invoices and effective use of banking services; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of professional accounting and auditing principles and practices; considerable knowledge of governmental accounting and budgeting; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to evaluate and analyze accounting forms, methods and procedures and cost data; considerable ability to devise and install accounting procedures and systems including cost systems; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in accounting or auditing.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been performing the most complex accounting functions or acting in a consultative capacity at the level of Associate Accountant.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  1. College training in accounting may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  2. A Master's degree in accounting may be substituted for one (1) additional year of the General Experience.
  3. Certification in any of the following may be substituted for one (1) year of the General and Special Experience: Certified Public Accountant, Certified Internal Auditor.

PREFERRED QUALIFICATIONS

Preferred candidates will have:

  • Experience and familiarity with municipal bond issuance;
  • Considerable knowledge of
    • professional accounting principles;
    • governmental accounting;
    • auditing principles and practices;
    • budgeting, CORE-CT or any other financial and accounting reporting system;
  • Interpersonal skills;
  • Oral and written communications skills;
  • Supervisory ability;
  • Considerable ability to utilize computer software, including but not limited to, Access, Excel, Word and PowerPoint.
