Your Role
The Bureau of Enterprise Systems and Technology (BEST), is seeking an expert and efficient Solution Architect (IT Manager 2) to join us in our Enterprise Architect Unit. As a solution architect, you are a self-starter with strong collaboration skills.

Position Detail
Location:
55 Farmington Avenue, Hartford, CT
Hours: 40 hours per week, 7:30am-4:30pm
You will report directly to the Director of Enterprise Architecture.

PURPOSE OF JOB CLASS (NATURE OF WORK)

Within a state agency information technology division, these classes are accountable for the management and direction of information systems, applications development, systems maintenance, and similar information technology functions as well as technical and support staff.

EXAMPLES OF DUTIES

You will be responsible for:

  • Leading the evaluation of business and technical requirements and identifying gaps/risks
  • Providing technical direction to the team and taking ownership of delivering successful solutions in conjunction with the team
  • Writing proof-of-concept code and ensuring design is adhered to by the team by continuously monitoring and validating the implementation
  • Leading implementation of components of a project
  • Identifying risks and mitigation plans to ensure clear communication with the stakeholders
  • Identifying tasks and providing effort estimate for the tasks assigned to the team
  • Directing and mentoring teams with dynamic strengths of resources in technical delivery aspects including design and code reviews
  • Designing full stack application components and providing guidance to the technical team for implementation
  • Designing highly complex solutions with multiple applications with high transaction volumes
  • Designing RESTful based Application Program Interfaces (API's) for consumption
  • Creating System Design Document to include detail software architecture diagram, logical and physical deployment views using Unified Modeling Language (UML)
  • Serving as the technical and technology authority supporting the crafting of the application architecture aspects of the solution, as well as supporting the implementation of the solution
  • Making recommendations about platform and technology adoption, including database servers, application servers, libraries, and frameworks
  • Assisting project managers in setting schedules for new technology adoption
  • Keeping skills up to date through ongoing self-directed training
  • Recommending senior management on improvement areas
  • Helping application developers to embrace new platforms through documentation, training, and mentoring

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of experience in computer or network administration, architecture, operations, production control, systems development, information technology analysis and planning.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory capacity or one (1) year of the General Experience must have been in a managerial capacity.

Note: For State Employees, this is interpreted to be two (2) years at the level of an Information Technology Supervisor or one (1) year at the level of an Information Technology Manager 1 or Agency Information Technology Manager.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in computer science, management information systems or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s Degree.

2. A Master’s Degree in computer science, management information systems or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

The successful candidate will possess:

  • Experience utilizing programming technologies
  • Experience with technologies supporting publish-subscribe event driven design pattern
  • Experience with network security challenges associated with Application Programming Interface (API) centric distributed architecture
  • 5+ years of experience in designing and delivering solutions for the web in the capacity of an architect
  • Experience architecting solutions on database technology types
  • Experience presenting technical information to non-technical audiences

SPECIAL REQUIREMENTS

1. The Information Technology Project Manager is limited to the Department of Administrative Services, Bureau of Enterprise Systems and Technology and Centers of Information Technology Excellence as identified by the statewide Chief Information Officer. Managers functioning in this capacity oversee a portfolio of large, long range or multiple on-going projects. The complexity of the assignment is determined by project scope, risk exposure, span of control, diversity of skill-sets and capabilities as well as the size of project budget and number of team members. They oversee all phases of projects from conception to completion utilizing PMI standards.

2. Incumbents assigned to positions designated to perform Information Technology Project Management may be required to possess Certification as a Project Management Professional (PMP).

3. The Solutions Architect is limited to the Department of Administrative Services, Bureau of Enterprise Systems and Technology and Centers of Information Technology Excellence as identified by the statewide Chief Information Officer. Managers functioning in this capacity oversee all aspects of solution architect projects which includes the development of technology solutions and mapping business requirements to systems and technical requirements ensuring alignment with the enterprise architectural plan.
