The State of Connecticut Department of Transportation (DOT) is accepting applications for two Transportation Supervising Engineer (Engineering) positions in the Bureau of Engineering and Construction, Division of Traffic Engineering in Newington, Connecticut. There is currently one position in the Traffic Engineering Operations/Studies unit and one position in the Project Design unit. Both are full time, 40 hours per week, and in the P-4 (Engineering and Scientific) bargaining unit.
The Transportation Supervising Engineer (Engineering) is responsible for supervising engineers engaged in engineering and related tasks in one or more aspects of transportation engineering projects or studies in the area of traffic engineering, and includes project development and administration. This position assigns, oversees, and reviews work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans section work; establishes and maintains section procedures; reviews, develops or makes recommendations on policies and standards; acts as liaison with other operating sections, agencies, and outside officials; prepares and reviews reports, recommendations, and correspondence; develops, programs, and oversees communication and coordination with other Department of Transportation offices/units during planning, design, and construction of traffic engineering administered projects; supervises the preparation of comprehensive technical reports and related correspondence; makes presentations at public information meetings or hearings; reviews work of consultants; and performs other related duties.
Applicants MUST be legally authorized to work in the United States, possess Professional Engineer (PE) licensure from the Connecticut Department of Consumer Protection, be available to travel to and attend training, conferences, public meetings, field reviews, etc. both within and outside of normal working hours when necessary, and have a valid Driver's license.

This position requires considerable knowledge of all aspects of traffic engineering including highway signing, pavement markings, and traffic control signals as well as considerable knowledge of operational analysis, crash investigations, Office of State Traffic Administration (OSTA) reviews, and traffic engineering related aspects of plans, specifications, and estimates associated with roadway construction projects. The selected candidate should have considerable knowledge of state and federal standards and guidelines for traffic control devices; considerable technical skills to develop engineering and adminstrative reports; considerable knowledge of administrative and financial controls with respect to transportation engineering plans, contracts, and projects; considerable interpersonal skills and ability to work effectively with other Department units and offices, consultants, town officials, legislative office, and federal agencies; excellent verbal and writing skills; considerable analytical and problem solving ability; ability to prioritize and multi-task; considerable knowledge of relevant policies and procedures; knowledge of Department organization as well as an ability to lead people and manage projects are also preferred.
1. Incumbents must possess Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
3. Incumbents in this class may be required to travel.
