Introduction

The State of Connecticut Department of Transportation (DOT) is currently recruiting for a Transportation Planner 2 within the Bureau of Policy & Planning, Highway Safety Office (HSO). This position is for a current or retired law enforcement officer who will provide law enforcement expertise to the HSO in the following areas: state highway safety laws and programs including seat belt, child passenger safety, speed, distracted driving, motorcycle safety, drowsy driving, bicycle and pedestrian safety, impaired driving including the DRE program, and all related safety programs. The Highway Safety Office is responsible for reducing injuries and fatalities as a result of traffic crashes related to driver behavior. Under the Highway Safety Act of 1966 (U.S. 23 USC‐ Chapter 4) the Governor is required to implement a highway safety program through a designated State agency suitably equipped and organized to carry out the programs that oversee the Section 402 and 405 highway safety grant funds made available to each state.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation and the Connecticut Airport Authority this class is accountable for acting as a working lead and/or for performing the most complex tasks in transportation planning studies, programs and related activities.

EXAMPLES OF DUTIES

This position provides law enforcement expertise and grant development for the State’s law enforcement community to maximize effective leadership, funding and programming; conducts networking activities, trainings and acts as a liaison within the State’s law enforcement community, the Highway Safety Office (HSO), and the National Highway Traffic Safety Administration (NHTSA) Regional Office; oversees the activities of the Drug Recognition Expert (DRE) field staff, reviews periodic reports of liaisons and provides feedback accordingly; maintains a schedule for all law enforcement mobilizations and monitors participation of enforcement agencies involved in the mobilizations. Emphasis will be placed on working with individual law enforcement communities to perform data analysis and working with the CT Safety Research Center to query, analyze and report on highway safety issues and concerns utilizing the Crash Data Repository.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of multi-modal transportation planning theory, practices and methodologies; knowledge of environmental considerations involved in transportation planning; interpersonal skills; oral and written communication skills; ability to develop and use computer software including planning models and other programs related to planning process; analytical ability; ability to forecast trends based upon empirical data; ability to comprehend and interpret laws and regulations; some lead ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of professional experience in transportation civil engineering or transportation, urban, regional or environmental planning.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must include individual responsibility for the coordination of complex planning projects in a relevant planning area.
Note: For State Employees this is interpreted at the level of Transportation Planner 1 or Transportation Engineer 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in civil engineering, transportation, urban, regional or environmental planning may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

Candidates must be a current or retired law enforcement officer. Preferred qualifications include strong interpersonal and analytical skills, excellent writing and communication skills and works well within a team environment.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
2. Incumbents in this class may be required to travel.
