Transportation Bridge Safety Inspector 3

The State of Connecticut Department of Transportation (DOT) is currently accepting applications for a Transportation Bridge Safety Inspector 3 position in the Bridge Safety and Evaluation section of the Division of Bridges in the Office of Engineering. This position may be located in New Haven, Newington, Norwich, Rocky Hill, or Thomaston. The work location for this position may be determined based on the preference of the selected candidate. This position is full time, 40 hours per week and is in the P-4 (Engineering and Scientific) bargaining unit. The Transportation Bridge Safety Inspector 3 is the lead member of a team responsible for the technical inspection of bridges and related structures in accordance with National Bridge Inspection Standards and all other existing manuals, policies and procedures. The successful candidate must be available to travel both within and outside of normal working hours, for site visits, training, meetings, etc. A valid motor vehicle operator's license is required. Incumbents in this class may be exposed to some danger of injury or physical harm from highway and construction environments and a moderate degree of discomfort from exposure to year round weather conditions. Special requirements include being potentially called 24/7 due to bridge emergencies and required to perform field work outdoors in all types of terrain and weather. This hands-on position requires work in water, in bucket trucks, on ladders, and in underbridge inspection equipment. The successful candidate may be required to work up to 75 feet or more over water or a roadway and in confined spaces such as culverts or inside of box beam bridges.

Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties. In the Department of Transportation, this class is accountable for acting as a lead bridge safety inspector of an inspection team(s), charged with the technical inspection of bridges and related structures in accordance with the National Bridge Inspection Standards promulgated by the United States Department of Transportation.

Serves as lead inspector of an inspection team(s) charged with the technical inspection of bridges and related structures in accordance with the National Bridge Inspection Standards; inspects bridges for corrosion and deterioration in steel beams and girders; evaluates coating condition; makes technical measurements to determine bridge cross-sectional area reduction; inspects concrete beams and girders for spalling, diagonal cracking and flexure (vertical) cracking; inspects abutments, piers and bents for evidence of tilt or settlement as well as corrosion; inspects decks, trusses, bearings, etc., for deterioration and/or corrosion; prepares reports of bridge inspections, including notes and sketches; may operate special bridge inspection equipment; performs special bridge tests such as Dye Penetrant test and Magnetic Particle test; evaluates extent and seriousness of bridge defects noted during inspections, making on the spot reports as necessary; prepares accurate and complete reports of all bridge inspections; supervises and trains technicians and bridge safety inspectors of lower grade in the techniques, procedures and method of bridge inspection; processes digital photographs and other electronic documents; performs related duties as required.

Considerable knowledge of the methods and techniques of technical bridge inspections; considerable knowledge of bridge components, their purposes and interrelationships; some knowledge of basic civil engineering principles as applied to bridge construction; interpersonal skills; oral and written communication skills; considerable ability to prepare neat and accurate drawings and sketches; considerable ability to operate and adjust specialized bridge inspection measurement and detection devices; considerable ability to prepare complete and accurate bridge inspection reports; ability to read and interpret basic bridge construction plans; ability to operate a camera and computer; some supervisory ability.

Six (6) years of experience in bridge inspection assignments in a responsible technical capacity.

1. For State Employees, five (5) years of experience as a Transportation Bridge Safety Inspector may be substituted for the General Experience. 
2. Current certification as a Level 3 or 4 Bridge Safety Inspector under the National Society of Professional Engineer's program for National Certification in Engineering Technologies (NICET) may be substituted for the General Experience. 
3. Meeting the requirements for registration as a Professional Engineer in the State of Connecticut may be substituted for the General Experience. 
4. Possession of a Professional Engineer's license in the State of Connecticut may be substituted for the General Experience.

Interest and ability to work outdoors with exposure to all types of weather conditions, at heights, in and over water, and in confined spaces, with potential exposure to traffic, environmental hazards, and potential dangers and irritants/allergans such as wildlife, insects, vegetation and hazardous fumes. Ability to traverse difficult terrain (ie. steep, rocky, slippery, etc.); ability to climb; and some lifting ability is required. General knowledge of basic construction methods and materials; skill in use of construction related equipment, instruments and computer applications (including CAD); ability to perform mathematical computations; ability to create, read and interpret scales, diagrams, plans, specifications and drawings; ability to prepare neat and accurate drawings and reports; interpersonal skills including the ability to work cohesively as part of a team; and strong oral and written communication skills. A degree or coursework in Civil or Structural Engineering or a closely related field, and CAD coursework and experience is also preferred.

1. Incumbents in this class must possess certification for successful completion of the comprehensive bridge safety inspection training course based on the "Bridge Inspector's Reference Manual" (United States Department of Transportation) at time of appointment. 
2. The appointing authority may require possession of an appropriate current Connecticut Motor Vehicle Operator's license at time of appointment and during employment in this class.  
3. Incumbents in this class may be required to travel.

In addition to good health, incumbents appointed to positions in this class must have and retain sufficient strength, stamina, agility, and visual and auditory acuity necessary to perform all the duties of the class.
