Introduction

    

The State of Connecticut, State Department of Education is recruiting for a full-time Chief of Engineering Services 1 position within the Connecticut Technical Education and Career System (CTECS). This position is located at the CTECS Central Office and reports to the CTECS Assistant Superintendent for Accountability and Facilities. 

CTECS is a statewide system consisting of seventeen high schools, one technical career center and two adult aviation schools which in total service approximately 12,000 students.  This position is responsible for directing staff and operations for all twenty educational facilities and grounds.  This position requires eight (8) years of technical experience in the maintenance and repair of large buildings and utility services.  In addition, the Chief of Engineering Services 1 position:

  • Coordinates, plans and manages physical plant activities
  • Formulates program goals and objectives
  • Develops or assists in the development of related policy
  • Interprets and administers pertinent laws
  • Evaluates staff
  • Prepares or assists in the preparation of the physical plant budget
  • Maintains contacts with individuals both within and outside of the physical plant who might impact on program activities
  • Develops and maintains large-scale preventive maintenance programs
  • Oversees scheduled and required maintenance/inspections of all twenty educational facilities and grounds

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for administering statewide construction and maintenance programs and operations.

EXAMPLES OF DUTIES

Administers staff and operations of agency construction and maintenance division; develops, implements and evaluates division policies, goals and objectives; designs and develops division programs and activities; implements new procedures and procedural revisions; determines appropriate staffing levels and directs management and coordination of staff; designs and implements performance review standards for staff; prepares division budget; maintains contacts with individuals within and outside of division who might impact on policy or program activities; coordinates statewide agency construction and maintenance projects including determination of type and quality of materials used, preparation of job specifications and estimation and analysis of costs; meets and consults with architects, engineers, contractors and appropriate state and local authorities involved in construction, alteration and maintenance programs for facilities; inspects work in progress or on completion for conformance to specifications and OSHA regulations; reviews requests for change orders and makes recommendations; develops and coordinates long range preventive maintenance programs and procedures; inspects physical plants on a regular basis; coordinates agency lease activities; ensures agency compliance with state and federal accrediting bodies; coordinates transfer, relocation and disposal of excess and surplus property; develops long range capital program for agency; determines space and/or facility needs for an agency; prepares purchase orders; maintains records and reports; may design, layout and draft plans for projects and submits to contractors; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of building design and construction including aspects of architectural, structural and mechanical engineering and design; considerable knowledge of methods, materials and equipment used in building design, construction and maintenance; considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutes and regulations; knowledge of leasing agreements; considerable interpersonal skills; considerable oral and written communication skills; ability to estimate costs of building construction, repair and maintenance; ability to prepare plans and specifications and solicit bids for construction and equipment; ability to analyze construction problems and recommend effective solutions; ability to develop preventive maintenance programs for various kinds of facilities; ability to determine space requirements.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Three (3) years of experience in physical plant maintenance and construction while in an administrative capacity.

Note: Administrative capacity is defined as project planning, project oversight and budgeting.

PREFERRED QUALIFICATIONS

In addition to the minimum requirements, the ideal candidate will possess some or all of the following preferred qualifications:

  • Three (3) years of experience in physical plant maintenance and construction while in an administrative capacity
  • Experience in coordinating professional development for Building Maintenance Supervisors
  • Participating with school principals in Building Maintenance Supervisor goal setting
  • Experience in maintaining capital projects priorities list(s)
  • Experience in preparing capital project bond requests
  • Experience in producing quarterly fiscal report on capital projects
  • Experience in developing facilities master plan
  • Enhanced use of computerized maintenance management system (SchoolDude) across district
  • Experience maintaining vendor evaluation database

SPECIAL REQUIREMENTS

Incumbents in this class may be required to travel.
