The State of Connecticut Department of Transportation (DOT) is accepting applications for two Supervising Property Agent positions within the Division of Rights of Way at our Headquarters in Newington, Connecticut. The respective positions are in the Acquisition/Relocation Section and Administration/Titles Section. These positions are full time, 40 hours per week and are in the P-4 (Engineering and Scientific) bargaining unit.

The position in the Acquisition/Relocation Section will be responsible for the supervision of Property Agents charged with performing the technical and complex phases of property acquisition, estimates of compensation and negotiation, and providing relocation assistance and advisory services. The position in the Administration/Titles Section will be responsible for overseeing the preparation of title examination reports, reviewing property acquisition maps for correctness of title information and provide title opinions for the Department.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency having a real property appraisal and acquisition function this class is accountable for supervising Property Agents performing the technical and complex phases of property appraisal, property acquisition and relocation assistance and property leasing or sale.

EXAMPLES OF DUTIES

Schedules, assigns, oversees and reviews work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans section work; establishes and maintains section procedures; develops or makes recommendations on development of policies and standards; acts as liasion with other operating units, agencies and outside officials regarding unit policies and procedures; prepares reports and correspondence; supervises property appraisal and acquisition, relocation, outdoor advertising, property management or title examination and recording; supervises research, physical inspections surveys and compilation of project related data; accepts or rejects values estimated by staff and independent fee appraisers; supervises preparation of documentation for presentation at hearings, court proceedings or property conveyance, condemnation, easements, acquisition, release or other related purposes; prepares material and reviews negotiated documents to ensure conformance with rules and regulations; supervises maintenance and control of section files and records; presents testimony at hearings or court proceedings; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of relevant state and federal laws, statutues and regulations; considerable knowledge of relevant agency policies and procedures; considerable knowledge of methods and practices of land acquisition by purpose or condemnation; considerable knowledge of real estate appraisal; considerable knowledge of principles and practices of property management; considerable knowledge of title examining and recording; considerable interpersonal skills; considerable oral and written communication skills; ability to utilize computer software; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of technical experience in the appraisal, acquisition or sale of real property or in large scale real estate property management.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in a lead capacity.
Note: For State Employees this is interpreted at the level of Property Agent 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. Certification by the International Right of Way Association as a Senior Right of Way Professional may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

• A strong work ethic and interest to work in the transportation field;
• Working knowledge of the regulations associated with the Uniform Relocation Assistance and Real Property Act, as amended, particularly related to the relocation of families or businesses displaced by the construction of transportation projects;
• A thorough understanding of how to review and prepare title examination reports in adherence with Connecticut General Statutes and the Connecticut Bar Association's Standards of Title;
• Considerable organizational and interpersonal skills;
• Significant oral and written communications skills and presentation skills;
• Ability to use various computer software including Word and Excel;
• Ability to read and understand construction plans;
• Ability to problem solve and recommend and implement effective solutions in a timely manner; and,
• Ability to prioritize and multi-task.

SPECIAL REQUIREMENTS

1. Incumbents in this class involved with the appraisal of real property must successfully complete agency specified real estate appraisal courses and possess and retain a current Connecticut Real Estate Appraiser license and either a residential and/or general appraiser certification.
2. Incumbents in this class may be required to obtain a Certificate of Appointment as a a Notary Public.
3. Incumbents in this class may be required to travel.
4. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
