The State of Connecticut Department of Transportation (DOT) is accepting applications for Transportation Engineer 3 (Engineering) - Project Engineer positions in the Office of Engineering, Division of Bridges, State Bridge Design or Consultant Bridge Design sections at our Headquarters in Newington, Connecticut. These positions are full time, 40 hours per week, and are in the P-4 (Engineering and Scientific) bargaining unit.

Responsibilities of this position may include, but are not limited to: oversee work of lower level engineers in preparation of bridge study reports through completion of structure plans, specifications and estimates; supervise, mentor and train lower level engineers; manage project schedules using Microsoft Project; perform complex structural design work; work as a lead project engineer in project administration and technical design/support; lead consultant engineers or bridge design engineers, technicians and clerical personnel in the preparation of calculations, plans, specifications and estimates for construction of bridges; schedule, assign and oversee design crew engineering work; oversee and conduct research on materials incorporated in bridges and miscellaneous structures as well as maintenance and construction methods in the field; maintain and report on project budgets and schedules; perform and oversee load rating analysis for bridges and other structures; prepare design man-hour counter proposals and represent the Department in negotiations with consultants for determined scope of services; assist in project public outreach including preparation and presentations at public information meetings; oversee consultant liaison engineers in the management of the Department's state or federal local bridge programs; oversee the local bridge program, and other duties as required.
1. Possession of Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the Bachelor's degree requirement.
2. Possession of Engineer-In-Training (EIT) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the Bachelor’s degree requirement.
3. A Master’s degree in engineering may be substituted for one (1) year of the General Experience.
4. Current incumbents in the class of Transportation Engineer 2 (ENGINEERING) who do not possess the degree or certification/licensure qualifications as detailed on this class specification may be considered for promotion to Transportation Engineer 3 (ENGINEERING) upon having three (3) years of experience in transportation engineering. One (1) of the three (3) years' must have been as a Transportation Engineer 2 (ENGINEERING).
Preferred Qualifications include:
• Considerable knowledge of principles and practices of civil engineering, structural engineering preferred;
• Considerable interpersonal skills and oral and written communication skills;
• Ability to supervise, evaluate and develop improved performance of junior engineers;
• Ability to coordinate work with other Department units, consultants, towns, state and federal agencies to insure project completion;
• Knowledge of highway and bridge construction methods and materials;
• Ability to analyze bridge and structural design problems and recommend effective solutions;
• Desire to apply bridge management and accelerated bridge construction techniques and software;
• Skill in the use of project organization and document control software.
Additionally, we seek strong work ethic and interest to work in the transportation engineering field. Professional ambition demonstrated by taking the Fundamentals of Engineering (FE) exam and obtaining an Engineer-In-Training (EIT) and/or Professional Engineer (P.E.) license is a plus.
1. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
2. Incumbents may be required to travel.
