Introduction

The State of Connecticut Department of Transportation (DOT) is currently recruiting for a full-time Curriculum Manager. This position will reside under the Office of the Commissioner in the Training & Staff Development Unit and will report to the Director of Staff Development. This unit is responsible for the education and training services to support approximately 3,300 DOT employees.

Specific duties include developing, revising and or teaching a variety of soft skill classes, assisting with classroom scheduling and set-up including audiovisual equipment, handouts, class attendance rosters, procure and schedule consultant trainings, providing career coaching and answer training questions for department employees. Assisting with the day-to-day operations of the office.

This position may be involved with any of the following activities: assisting with the development of educational goals and objectives for the agency; helping to ensure that all mandatory and legally required training obligations, are met; assist with the Tuition Reimbursement Program, the management and implementation of the department's $1.6 million Federally funded annual training program; the department’s highway operations new employee boot camp, the rail safety training program for Metro North, Amtrak and the short lines, and assist with organizational SWOT’s as needed and the departments’ process improvement program.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for performing as a manager of curriculum development and training related program administration.

EXAMPLES OF DUTIES

Performs specialized duties in area of training and staff development; provides consultative services to agency administrators and training staff in developing and conducting needs analysis; develops action plans; develops, reviews and evaluates curriculum and training courses; prepares, reviews and monitors contracts for training services; prepares statistical evaluation summaries, feasibility study reports, program projections and other reports as needed; may teach in areas of expertise; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles and techniques of inservice training and staff development; considerable knowledge of educational methods and techniques; knowledge of relevant state and federal laws, statutes and regulations; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to assess training needs and determine objectives.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of professional employment in inservice training, human resource development or adult education.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have had primary responsibility for planning, developing, coordinating or implementing an inservice training or staff development program.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

Candidates with the following experience are preferred:

• Lean/process improvement;
• Teaching general soft skills courses;
• Succession planning; and, 
• Microsoft office suite products training.

SPECIAL REQUIREMENTS

Positions at the Police Officer Standards and Training Council require the Special Experience in law enforcement training programs.
