Introduction



The State of Connecticut, Department of Children and Families (DCF), is recruiting for a full time Assistant Agency Legal Director in the agency’s legal division. This is a first shift, 40 hour per week position, that is located at 505 Hudson Street in Hartford, CT. In this position, you may be required occasionally to travel to various offices throughout the state to conduct supervision.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a large state agency, this class is accountable for assisting in the direction and supervision of legal staff engaged in the legal work of the agency; works closely with the Office of the Attorney General on all legal matters.

EXAMPLES OF DUTIES

  • Supervise legal staff in 6 area offices.
  • Consult and advise staff at Central Office in Hartford on legal issues, including but not limited to educational matters, licensing, guardianship, failure to report, contracts, immigration, background checks, and HIPAA compliance.
  • Conduct internal reviews of substantiation and registry decisions.
  • Draft and review regulations.
  • Legal review of agency policy.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principals and techniques; considerable knowledge of and ability to interpret relevant state and federal laws, statutes and regulations; considerable knowledge of the Uniform Administrative Procedures Act and civil procedures; considerable knowledge of relevant agency policies and procedures; considerable knowledge of legal practices and procedures in state and federal courts; knowledge of legislative process; considerable interpersonal skills; considerable oral and written communication skills; considerable administrative ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Three (3) years of experience as an attorney with some responsibility for research, development, planning and review of legislative and/or regulatory programs.

PREFERRED QUALIFICATIONS

  • 5 years of experience with child welfare matters involved with juvenile court.
  • 3 years of experience supervising attorneys and/or paralegals.
  • Experience in drafting and reviewing regulations and policy.

SPECIAL REQUIREMENTS

Incumbents in this class must be a member of the Connecticut Bar.
