The State of Connecticut, Department of Public Health (DPH) is currently recruiting for a Public Health Services Manager (PHSM). This position will be located in the Community, Family Health and Prevention Section (CFHPS) and will report to the Public Health Section Chief. The PHSM will provide ongoing managerial support to ensure fiscal and programmatic accountability of programs and initiatives within all the units/offices within CFHPS. The CFHPS works to improve the health of the overall population across the lifespan, especially mothers, infants, children, adolescents and other vulnerable groups, by establishing opportunities that support healthy living habits through education, early detection, access to care and chronic disease prevention.

*For employees in the classified service, permanent status is obtained after successful completion of a working test period. For employees in the unclassified service, permanent status is obtained after serving in a position for at least six months (full-time or full-time equivalent).

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of and ability to apply relevant local, state and federal statutes and regulations; considerable knowledge of health care delivery systems, practitioners and/or providers; considerable knowledge of aims, objectives and operational environment of health providers; considerable interpersonal skills; considerable knowledge of principles and practices of public administration; considerable oral and written communication skills.
STATEWIDE ORAL HEALTH PROGRAM: In addition to the above, considerable knowledge of the principles, practices, and techniques of oral health.
WOMEN, INFANTS AND CHILDREN (WIC) PROGRAM: In addition to the above, considerable knowledge of current public health principles and practices related to the Women, Infants and Children Program.
Two (2) years of the General Experience must have been in a supervisory capacity with responsibility for the planning, development and execution of a comprehensive health or health related program.
Note: A health organization is defined as a large multi-dimensional agency with responsibility for developing, administering, or regulating health programs.
• Experience planning and implementing large Public Health Programs.
• Experience in the supervision of or provision of direction to professional staff responsible for statewide public health initiatives.
• Experience administering and monitoring state and federally funded service contracts to include developing and managing budgets and contract language.
• Experience utilizing large data sets to determine priorities in addressing emerging or changing Public Health concerns.
• Experience managing multiple time sensitive priorities in a high workload environment involving collaboration with other internal and external individuals to ensure timely completion of work tasks.
