Introduction

The State of Connecticut’s Office of Policy and Management (OPM) seeks to fill a Policy Development Coordinator position to work with OPM’s Chief Performance Officer on a new, cross-agency performance management system that will bring private-sector discipline and customer focus to the mission of state government.

This position is only open to OPM employees.

The anticipated duties of this position are as follows:

  • Establish and review goals for existing and proposed programs, determine appropriate performance metrics to evaluate progress towards agency and administration goals, analyze cost effectiveness of programs, identify potential service gaps and opportunities for savings and/or the elimination of service redundancies, propose recommendations for legislative and administrative action, assist and advise commissioners and agency managers on improving program operations, develop internal and public-facing accountability tools and at-a-glance progress indicators;
  • Advance agency alignment and collaboration via data and program integration, catalogue and monitor cross-agency collaboration, prioritize and assist with establishing inter-agency data sharing agreements and cross-agency goals, assess and improve administrative data quality, improve agency capacity to work with and analyze data, develop and manage research partnerships, initiate and coordinate research with partner institutions, conduct analysis to guide evidence-based policy decisions, assess options and develop strategic plans to institute and implement policies, monitor, assess and align cross-agency collaborations, and coordinate policies of the state; and
  • Perform related duties as required.

Selection Plan

In order to be considered for this job opening, you must be a current State of CT employee of the Office of Policy and Management, who has permanent state status*, and meet the Minimum Qualifications as listed on the job opening.  You must specify your qualifications on your application. 

*For employees in the classified service, permanent status is obtained after successful completion of a working test period.  For employees in the unclassified service, permanent status is obtained after serving in a position for at least six months (full-time or full-time equivalent).

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of Policy and Management this class is accountable for the cost analysis and research used to develop state government policy for the Secretary of the Office of Policy and Management. It coordinates the review, analysis, development and implementation of policy and programs for state agencies, towns and municipalities.

EXAMPLES OF DUTIES

Researches, reviews and evaluates cost effectiveness and fiscal implications of established or proposed policies and/or programs; assesses options and develops strategic plans to implement policy decisions; coordinates development of policies for the state, towns or municipalities; develops required recommendations for legislative or administrative actions in order to institute required policies; conducts cost benefit analysis for impact on new initiatives for municipal operations and proposes recommendations for state position; represents Secretary on various boards or commissions; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles and practices of public administration including policy development, coordination, cost benefit analysis and implementation; considerable knowledge of state, federal and municipal legislative processes; considerable interpersonal skills; considerable oral and written communication skills; ability to analyze and evaluate policy and programs; ability to coordinate and implement policy development activities and prepare and present effective reports and presentations.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience with major responsibility for the review, analysis, coordination and administration of policies and programs in a large governmental, public affairs or business organization.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  2. A Master's degree in public administration or political science may be substituted for one (1) additional year of the General Experience.
