Discover this opportunity to join us at DAS' Bureau of Enterprise Systems and Technology (BEST) as an End User Computing Manager (IT Manager) for our Unified Communications division. In this ground breaking role you will help transform our state's computing device environment to a cloud-enabled, modern set of tools that are accessible from anywhere.

Position Details

  • Full-time, 40 hours per week
  • Your work schedule will be from Monday-Friday
  • Location: 55 Farmington Avenue, Hartford, CT- you will be conveniently located near all major highways.

PURPOSE OF JOB CLASS (NATURE OF WORK)

Within the Department of Administrative Services, Bureau of Enterprise Systems and Technology and Centers of Information Technology Excellence, these classes are accountable for the management and direction of information systems, applications development, management and implementation of complex information technology projects implementing business and technical requirements into architectural blueprints, maintenance, computer operations and similar information technology functions including technical and support staff.

Within a state agency information technology division, these classes are accountable for the management and direction of information systems, applications development, systems maintenance, and similar information technology functions as well as technical and support staff.

EXAMPLES OF DUTIES

You will be responsible for:

  • Managing, leading and motivating Information technology professional staff;
  • Leading work assignments for several agencies such as:
    • Department of Administrative Services
    • Bureau of Enterprise Systems and Technology
    • Department of Veterans Affairs
    • Commission on Human Rights and Opportunities;
    • Handling work schedules, compensation time requests, monthly phone and mobile phone bills for direct reports;
    • Directing, supervising, designing and delivering staff performance reviews;
    • Managing the state’s email environment for the Executive Branches;
    • Developing strategies to expand Microsoft System Center and Office 365 enterprise-level application usage;
    • Managing Microsoft Volume Licensing Service Center (VLSC) to ensure compliance, use contract benefits and utilize training vouchers;
    • Managing and maintaining hardware and software elements for the Desktop Services budget including developing and coordinating audits to ensure compliance;
    • Managing, developing and facilitating computer specifications for procurement, bid preparation and refresh plans for all Desktop Services equipment;
    • Managing, evaluating, approving, planning, coordinating, maintaining and monitoring hardware and software deployment rollouts;
    • Managing all Desktop hardware disposal, surplus and decommissioning activities;
    • Point-of-contact for hardware and software vendor representatives;
    • Managing desktop maintenance, patching, virus detection, remote troubleshooting, encryption and asset control services;
    • Managing operations and maintenance of Terminal Services and Citrix environment for critical agency client applications including Department of Veterans Affairs;
    • Managing the VIP service for the Governor’s and Lieutenant Governor’s Offices at the State Capitol;
    • Coordinating and consolidating work practices and operational tasks between BEST Desktop Services and former DAS agency IT teams and divisions including the Operations, Helpdesk, Security, Applications and Networking teams;
    • Overseeing and coordinating agencies consolidation as it relates to Desktop Services – Office of the Governor (OTG), Office of the Lieutenant Governor (OTLG), Department of Veterans Affairs (DVA), Commission on Human Rights and Opportunities (CHRO) and former Office of Governmental Accountability (OGA);
    • Managing and monitoring all Desktop Services related Footprints ticket queues to ensure timely responses.

    · Business Knowledge, including knowledge of the technical, professional, procedural and legal requirements of the specific information technology area.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Ten (10) years of experience in computer or network administration, architecture, operations, production control, systems development, information technology analysis and planning.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    Three (3) years of the General Experience must have been in a lead capacity.

    Note: For State Employees, this is interpreted to be at the level of an Information Technology Analyst 3.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    1. College training in computer science, management information systems or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s Degree.
    2. A Master’s Degree in computer science, management information systems or a closely related field may be substituted for one (1) additional year of the General Experience.
    3. For State Employees, four (4) years of experience as a Computer Operations Supervisor may be substituted for the Special Experience.

    PREFERRED QUALIFICATIONS

    The successful candidate will possess:

    • Experience building relationships with multiple stakeholders;
    • Experience managing technical professionals;
    • Experience establishing standard operating procedures based on minimum technical specifications for personal computer operating hardware and software systems;
    • Experience supporting Office 365 Suite of Tools; 
    • Experience maintaining Active Directory environments.
