The State of Connecticut, Office of Health Strategy (OHS) is eagerly seeking a highly skilled and motivated Data Management and Reporting Analyst (ITA2). You will be working with a new data team whose focus will be on providing insight and analyses of healthcare clinical, financial and claims data to inform policy.

Our office is required to collect data from hospitals and outpatient surgery centers which includes patient identifiable inpatient discharge, emergency room data, and encounter data from the surgery centers. In addition, hospitals are required to report financial data. We are also mandated by State statute to administratively support the "All Payer Claims Database".

In this role, you will support us with the ingestion and analyses of this patient identifiable and financial data for OHS administered programs, reporting and planning.

Position Details

  • Full-time, 35 hours per week.
  • Your work schedule is Monday-Friday, 8:00am-4:00pm.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency Information Technology (IT) environment, this class is accountable for independently performing a full range of information technology tasks and project coordination work involving infrastructure systems support, security and application development in an IT environment.

EXAMPLES OF DUTIES

Your responsibilities include:

  • receiving, quality-assuring and loading health data from various sources;
  • designing, developing, implementing and optimizing database systems and web portals;
  • performing data analysis to support OHS regulatory and policy-making objectives;
  • creating duly-authorized data release extracts;
  • writing queries and stored procedures;
  • using data modeling tools;
  • coding, documenting, testing, implementing and maintaining web applications and resolving related problems;
  • developing, producing and maintaining structural design of various existing systems, applications, databases and website back-end databases with a view to continuously improve the methods of intersecting data, technology and healthcare policy.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in information technology (IT) operations, programming, systems/software development or another IT related support area.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been performing professional information technology work in one of the following areas:
1. Installation and support of microcomputer hardware, software and operating systems.
2. Analysis, design and development of information systems.
3. Network hardware and software installation and support.
4. Network hardware and/or software problem diagnosis and resolution.
NOTE: For state employees this is interpreted at the level of Information Technology Analyst 1.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in management information systems, computer science or information technology related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling six (6) months of experience to a maximum of four (4) years for a Bachelor's degree.


2. A Master's degree in management information systems, computer science or electrical engineering may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

We are giving preference to individuals who have proven:

  • expertise in MS SQL Server databases including the use of MS SQL Integration Services (SSIS), Analysis Services (SSAS) and Reporting Services (SSRS);
  • experience developing, testing and implementing extract, transform, load (ETL) scripts or programs to load data into relational databases;
  • experience developing applications using Microsoft Visual Studio, Team Foundation Server (TFS) and MS Active Server Pages (ASP.NET);
  • experience with data analysis and visualization using industry-standard tools.
