Introduction

The State of Connecticut Department of Transportation (DOT)is accepting applications for a Transportation Principal Engineer (Engineering) position in the Bureau of Engineering and Construction in Newington, Connecticut. This position reports directly to the Assistant Chief Engineer and is responsible for project administration for the Bureau of Engineering and Construction.

The Transportation Principal Engineer oversees the Department's Asset Management unit, the Policy/Estimating unit, the Contract Development unit, and the Pavement Management unit. The Transportation Principal Engineer supports the Chief Engineer and Assistant Chief Engineer with developing and managing the Department's multi-modal $1.4 billion Capital Program, as well as the Department's FHWA and FTA Transportation Asset Management Plans. This position also ensures our estimating, contract development, and advertising processes are in compliance with state and federal policies. The Transportation Principal Engineer integrates asset management principals into the five-year Capital Plan, ensuring a balance between worst-first, preservation, and major capital reconstruction projects. The Transportation Principal Engineer assists the Chief Engineer and Assistant Chief Engineer in developing investment strategies based upon developed metrics to ensure an overall annual improvement to the state's infrastructure, as well as developing strategies around congestion mitigation and economic stimulus. This position provides essential oversight of FHWA-mandated functions.

This position is full time, 40 hours per week and is in the P-4 (Engineering and Scientific) bargaining unit.

Applicants MUST be legally authorized to work in the United States, possess Professional Engineer (PE) licensure from the Connecticut Department of Consumer Protection, be available to travel to and attend training, conferences, public meetings, field reviews, etc. both within and outside of normal working hours when necessary, and have a valid Driver's license. PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation this class is accountable for supervising the staff of a major engineering or railroad operating unit.

EXAMPLES OF DUTIES

Schedules, assigns, oversees and reviews work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans unit work; establishes and maintains unit procedures; develops or makes recommendations on development of policies and standards; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; prepares reports and correspondence; supervises work of engineers, technicians and other technical and/or clerical personnel in any one of several organizationally specialized engineering, operations, or railroad sections; reviews detailed plans, specifications or studies of complex transportation engineering problems related to areas such as highway, bridge, facility or geometric design, traffic engineering, electrical engineering, geo-technical engineering, hydraulics and drainage, utilities, contract and project development, or railroad engineering; coordinates design or construction projects; prepares special reports, cost estimates, standards and specifications and fee schedules for consultant engineers, surveyors or contractors; reviews progress reports; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles and practices involved in transportation engineering such as bridge design, foundations, highway design, transportation facilities design, transportation planning, drainage or hydraulics, research, pavement design, pavement management, traffic and utilities; considerable knowledge of administrative and financial controls with respect to transportation engineering plans, contracts, projects and reports; considerable knowledge of relevant agency policies and procedures; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of latest techniques and procedures employed in field of engineering or land surveying as applied to Department of Transportation; considerable interpersonal skills; oral and written communication skills; considerable ability to interpret and apply principles of information systems and technologies; considerable ability to analyze and review engineering reports and plans; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of experience in complex transportation engineering projects.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the general experience must have been in a supervisor capacity over transportation engineering design projects. For state employees supervisory experience is interpreted at the level of Transportation Supervising Engineer (ENGINEERING).

PREFERRED QUALIFICATIONS

This position requires:

• Knowledge of Department organization.

SPECIAL REQUIREMENTS

1. Incumbents must possess Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302.
2. Office of Property and Facilities: Incumbents in this class must possess and retain a Building Official license issued by the Connecticut Department of Public Safety.
3. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
4. Incumbents may be required to travel.
