We have an exciting opportunity currently available for an Agency IT Manager. This position will be responsible for managing the Core-CT HRMS, CRM and Financial PeopleSoft application development teams and associated resources;

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a constitutional office this class is accountable for the management and direction of all agency information technology systems, applications development, systems maintenance and related functions.

EXAMPLES OF DUTIES

In this position some of the duties would include:

•Responsible to analyze, review and approve code changes to ensure overall system reliability, security and performance;
•Manage the staff and the processes associated with data integration objectives and data exchanges between Core-CT and other agencies and business partners.
•Responsible for meeting information technology goals, project timelines and critical HRMS and Financial processing objectives;
•Establish priorities for development activities and information technology projects in accordance with Agency requirements and goals;
•Work with Agency management and staff to ensure all application and development needs and objectives are met;
•Responsible for overall application quality; Evaluates application development requests, assesses complexity;
•Responsible for assigning work, resolving priorities, and providing daily direction for development staff and coordinating work across the teams;
•Ensure application change is properly documented and tested and meets the specified requirements;
•Reviews and approve SQL updates to production and test data as appropriate;
•Provides expert guidance and advice to the IT staff and management on all enhancements/modifications to the HRMS, Payroll, Benefits and Pension systems;
•Provide status reports on development status, production issues and overall project goals to upper management;
•Work with HRMS Team and DAS/BEST Operations Management to establish daily batch processing schedules and to ensure batch processes are monitored and any issues are addressed;
•Work with Technical team and DBA’s to tune application performance as required;
•Monitor staff interaction with Core-CT security team to ensure application security, roles and permission lists are properly maintained;
•Review and coordinate application setup and configuration changes to ensure consistently across all environments;
•Ensure appropriate data protection practices and encryption requirements are met;
•Manage time and attendance for development staff and consultant resources;
•Participate in the performance reviews of staff and other administrative tasks.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutues and regulations; considerable knowledge of information technology methods, techniques and equipment; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to analyze information technology system problems and implement effective solutions.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of experience in computer or network operations, systems development, information technology analysis and planning.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have been in a lead capacity.

NOTE: For State Employees this is interpreted at the level of an Information Technology Analyst 3.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  1. College training in management information systems, computer science or information technology related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  2. A Master's degree in management information systems, computer science or electrical engineering may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

We’d love to hear from you if you have:

•Three (3) years’ experience supervising or managing application development projects in an Enterprise Resource Planning (ERP) environment - PeopleSoft preferred;
•Experience managing application development programs and associated staff;
•Experience with the PeopleSoft HRMS, CRM or Finance 9.2 application environments and the PeopleTools development tool-set;
•Functional knowledge and proficiency with PeopleTools, Application Designer and DataMover;
•Proven project management, leadership and communication skills;
•Proficiency with the Microsoft Windows 10 and the Microsoft Office Suite or Office 365;
•Experience managing PeopleSoft applications and associated application data in an Oracle 12 database environment;
•Strong SQL development skills and In-depth knowledge of Oracle table structures, table partitions and DBLinks;
•Experience with the PeopleSoft HRMS or Finance 9.2 application or other ERP applications;
•Experience with Oracle WebLogic and Java based technologies. Knowledge of Web application running in a load balanced environment;
•Experience with application change control best practices, code management and version control tools;
•Experience with Change Management best practices and coordinating transition to new technologies;
•Experience with Cloud based service models.
