Join us at the State of Connecticut, Office of the State Comptroller (OSC) where our mission is to provide accounting and financial services, to administer employee and retiree benefits, to develop accounting policy and exercise accounting oversight, and to prepare financial reports for state, federal and municipal governments and the public.
We have an exciting opportunity currently available for an Agency IT Manager. This position is responsible for managing the infrastructure and the technical support staff for the Statewide Core-CT PeopleSoft ERP application.

In a constitutional office this class is accountable for the management and direction of all agency information technology systems, applications development, systems maintenance and related functions.
As an Agency Information Technology Manager your duties will be as follows:
•Plans, organizes and manages the activities of the Core-CT information technology team;
•Responsible for meeting information technology goals, project timelines and critical HRMS and Financial processing objectives;
•Establishes priorities for development activities and information technology projects in accordance with agency requirements and goals;
•Works with agency management and staff to ensure all technical needs and objectives are met;
•Manages Oracle DBA resources and the Exadata architecture in support the PeopleSoft production and development systems;
•Coordinates the management of databases and PeopleSoft environments to support the Core-CT functional and development teams;
•Ensures overall performance and system reliability goals are met; Coordinate system and application/Database patching activities;
•Manage the PeopleSoft and system administrators to ensure optimized function of the VMWare server architecture, the Linux and Windows guests servers, web and application servers, network and SAN resources.
•Ensures appropriate security protocols and practices are followed across the agency;
•Ensures systems and services are pro-actively monitored and reported issues are properly addressed;
•Ensures help desk tickets assigned to the Technical Team are processed and resolved.
•Evaluates Cloud and IT Infrastructure options to enhance the Oracle/PeopleSoft architecture and the required features that support Strategic IT direction and ensure current and future designs are optimally configured to deliver expected quality service levels;
•Coordinates the design, maintenance and evolution of the Core-CT disaster recovery plan and associated system processes;
•Coordinates with BEST for email, DNS, network and TSM backup services and any complex support issues that arise.
Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutues and regulations; considerable knowledge of information technology methods, techniques and equipment; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to analyze information technology system problems and implement effective solutions.
Ten (10) years of experience in computer or network operations, systems development, information technology analysis and planning.
Three (3) years of the General Experience must have been in a lead capacity.
NOTE: For State Employees this is interpreted at the level of an Information Technology Analyst 3.

•Three (3) years’ experience supervising or managing Information Technology systems or resources;
•Proven leadership and communication skills;
•Experience managing Oracle database architectures and database resources;
•In-depth knowledge of Oracle databases and a strong system level (Linux) and infrastructure background;
•Experience with the PeopleSoft HRMS or Finance 9.2 application or other Web based ERP applications;
•Experience with Oracle WebLogic and Java based technologies. Knowledge of Web application running in a load balanced environment;
•Experience with Intel based server technologies, SAN technologies and VMWare architecture;
•Experience with Cloud based service models;
•Understanding of State procurement practices and experience working with hardware and software vendors;
•Experience with Change Management standard methodologies and coordinating transition to new technologies to ensure project success;
•Experience coordinating with DAS/BEST. Experience integrating with hosted services including: Tivoli Storage Management, FileNet, VPN services, SharePoint, Secure File Transport, PilotFish, SCCM;
•Strong network background with knowledge of the TCP/IP protocol suite, VLAN’s and VPN technologies.
