At the State of Connecticut Office of State Ethics (OSE) we promote integrity in government by providing legal advice, guidance and education to public officials, state employees and lobbyists; by sensibly interpreting and, when necessary, fairly and impartially enforcing applicable laws; by administering the lobbyist and financial disclosure filing systems; and by providing the public with access to non-exempt information.

We are currently accepting applications for the Executive Director position which serves as the chief executive officer of the OSE, accountable to the Citizen’s Ethics Advisory Board, with overall responsibility for the welfare and effectiveness of the office. Our office is located at 18-20 Trinity Street in Hartford, Connecticut and is easily accessible to all major highways. This position requires flexibility to meet agency needs and may require travel.

This is an unclassified position appointed by the Citizen's Ethics Advisory Board in accordance with provisions of Section 1-81 of the Connecticut General Statutes.

Selection Plan

EXAMPLES OF DUTIES

Responsible for all tasks and duties necessary for the proper functioning of the agency, including, but not limited to:

  • Providing leadership to the Office of State Ethics and on the subject of State Ethics;
  • OSE's fiscal, budgetary, legislative, staffing, operational and educational functions;
  • Eternal relations with the public and other state agencies;
  • Speaking engagements and presentations on the Codes of Ethics;
  • Principal legislative liaison responsible for coordinating the agency’s legislative strategy and priorities, drafting agency-proposed legislation and regulations and testifying at committee hearings and meetings in connection with proposed legislation and regulations. 

PREFERRED QUALIFICATIONS

  • A minimum of ten (10) years of progressively responsible professional experience in a complex environment, preferably in public service.
  • An undergraduate degree, with an advanced degree in Public Administration, Law or a related field preferred.
  • Exceptional leadership skill and experience as well as a reputation of utmost integrity and a real passion for maintaining high ethical standards.
  • Capacity to lead calmly and effectively.
  • Commitment to fairness and honesty, diversity and inclusion.
  • Ability to establish and maintain positive working relationships.
  • Experience dealing with Board of Directors.
  • Considerable knowledge of and ability to apply management principles and techniques.
  • Knowledge of and ability to apply state ethics laws.
  • Knowledge of legislative process.
  • Knowledge and experience in strategic planning.
  • Considerable interpersonal skills.
  • Considerable oral and written communication skills.

Preference will be given to candidates with demonstrated:

  • Experience at a supervisory or management level, preferably with a diverse work force and partners.
  • Knowledge of state ethics and lobbying laws and the legislative process.
  • Knowledge of Connecticut laws and processes.
