Introduction

The State of ConnecticutConnecticut Airport Authority (CAA),  was established to improve and operate Bradley International Airport and the five state-owned general aviation airports (Danielson, Groton-New London, Hartford-Brainard, Waterbury-Oxford, and Windham). The CAA strives to provide excellent customer service and top-quality facilities for its passengers while making Connecticut’s airports more attractive to new airlines, establishing new routes, and supporting Connecticut’s overall economic development and growth strategy. 

The CAA seeks qualified applicants to fill a full-time Transportation Maintainer 1 position at Bradley International Airport.  This 7.5 hour per day/37.5 hour per week position is responsible for performing a full range of grounds, equipment, and facilities duties.  There are three shift schedules for the Grounds Maintenance department:  Monday through Friday 7:00 am – 3:00 pm, Monday through Friday 3:00 am – 11:00 am, and Wednesday through Sunday 7:00 am – 3:00 pm.  Each shift schedule includes a half-hour daily unpaid meal period. There may be an initial training period during the Monday through Friday 7:00am - 3:00pm shift, the length of the initial training period will be determined on a case by case basis before transitioning to one of the three shift schedules noted. Schedule assignment will be based upon CAA operating needs and seniority, and is subject to reassignment as needs change.  

Incumbents in this class must be willing to accept assignment to emergency duties, including snow and ice removal and glycol recovery when those services are needed.  The position requires mandatory overtime work on nights, holidays and weekends, as needed; mandatory winter overtime from November 1 through April 30.

NOTE:  An individual serving in this position must be able to successfully undergo a thorough background and security screening, physical examination including pre-employment drug screening, fingerprinting and maintain required security clearance during the duration of employment.  Incumbents in this class must obtain Bradley movement area certification, allowing them to independently operate vehicles and equipment on Airfield movement areas while effectively communicating with Air Traffic Control for proper clearance.  Movement area certification must be maintained during the duration of employment.

Selection Plan

In order to be eligible to apply, applicants must hold a Class A or B Commercial Driver's License (CDL) and a valid Medical Examiner's Certificate at the time of application, and both must be kept current as a condition of employment with the CAA.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation and the Connecticut Airport Authority this class is accountable for performing a full range of basic tasks in the construction, maintenance and repair of State roadside, roadways, bridges, airports and other departmental facilities; operates and maintains small and less complex mechanical equipment or acts as a helper on larger and more complex equipment.

KNOWLEDGE, SKILL AND ABILITY

Some knowledge of the physical properties of standard highway or airport construction and maintenance materials; some knowledge of some mechanical principles; some interpersonal skills; some oral and written communication skills; familiarity with the basic practices of the construction and maintenance trades; ability to use and make minor repairs to small tools and the simpler mechanical equipment; ability to operate equipment listed on the attached addendum; ability to understand and follow written and oral instructions; ability to utilize computer software.

MINIMUM QUALIFICATIONS

Any experience and training which would provide the knowledge, skills and abilities listed above.

PREFERRED QUALIFICATIONS

The preferred candidate will have some airport maintenance experience, 1-2 years of experience operating various types of heavy equipment, and 1-2 years of experience using heavy equipment for snow removal.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications.
2. Incumbents in this class must be willing to accept assignment to emergency duties, including snow and ice removal, whenever his or her services are needed.

CHARACTER REQUIREMENTS

At State Airports: In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.

PHYSICAL REQUIREMENTS

1. Incumbents in this class must have adequate physical strength, stamina, physical agility, and visual and auditory acuity and must maintain such physical fitness as to be able to perform the duties.
2. A physical examination will be required.

WORKING CONDITIONS

1. Incumbents in this class are exposed to extremes of weather conditions, to frequent lifting of heavy weights, to highly dangerous road and traffic conditions, including exposure to heights when working on bridges, to poison ivy, insect bites and allergy irritants during summer months, and to loud and potentially dangerous machinery.
2. The appointing authority may require completion of an asbestos removal program consistent with EPA guidelines for operations and maintenance during employment in this class. Incumbents may be required to use protective equipment such as respirators and safety goggles.
