Building And Fire Safety Inspector 1 (35 Hour)

Within the State of Connecticut, Department of Public Health (DPH), Facility Licensing and Investigations Section, this Building and Fire Safety Inspector 1 position is responsible for participating in Federal Medicare and Medicaid Certification and State Licensure inspections for health care institutions, including hospitals, chronic and convalescent nursing homes, rest homes with nursing supervision, dialysis centers, and ambulatory surgical centers.

Responsibilities include conducting life safety code and physical environment inspections of health care institutions subject to state licensure requirements and participation in the federal certification programs for Medicare and Medicaid facilities, preparing and processing code violation reports and review project plans and documents for approval of new construction and or renovation of licensed health care institutions. In the Departments of Administrative Services and Public Health this class is accountable for independently performing a full range of tasks in conducting plan reviews and inspections of facilities for compliance with construction, fire safety and other applicable codes and regulations.


Performs on-site inspection surveys of a variety of facilities; reviews documentation, inspects, gathers data and evaluates building interior, exterior, site conditions, building systems and life safety equipment; tests required emergency systems; consults with facility administrators regarding building, fire and health safety code requirements and corrective measures; completes federal and state inspection forms; writes citations, narrative reports and other documentation or correspondence as required; prepares and presents documentation for conferences, meetings and hearings; responds to complaints regarding physical plant or fire safety; investigates causes of fires; reviews facility related plans and specifications; may conduct site inspection and feasibility studies for location, renovation or conversion of facilities; may review facility plans and provide advice to architects, engineers, providers and contractors concerning code compliance; may inspect amusement park and/or carnival rides; may conduct inservice training of department staff and other state agencies as required; may participate in disaster preparedness program, serving as a member of division response team; performs related duties as required.


Knowledge of principles, practices and methods of building design, construction and systems; knowledge of building, health and fire safety codes and standard tests for fire rating; knowledge of building materials and equipment; some knowledge of health facility building requirements; interpersonal skills; oral and written communication skills; ability to inspect buildings and interpret codes; ability to review plans and specifications in relation to code compliance; ability to utilize computer software.


Five (5) years of experience in building design, engineering, construction or inspection including demonstrated experience in reviewing plans and specifications for code compliance for large scale building projects.

Note: Large scale building projects will be interpreted as buildings exceeding 12,000 square feet in size and more than one story in height not including apartment buildings and single family residences.


College training in architecture, architectural, mechanical, civil, structural or electrical engineering or building construction or related courses in fire technology, fire and life safety systems design or a related discipline may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.


  • Experience which provides the ability to evaluate and analyze compliance with physical plant requirements and in accordance with federal and state laws and regulations, National Fire Protection Association (NFPA) codes, State of Connecticut Fire Code, FGI Guidelines and State of Connecticut Fire Prevention Code for healthcare institutions;

  • Experience with computerized data bases, MS Outlook and MS Word;

  • Experience with review of healthcare construction documents as it relates to physical plant requirements and specifications for CT licensed healthcare facilities and compliance with FGI guidelines;

  • Experience with prioritizing and tracking multiple enforcement cases;

  • Experience with documenting facts, findings and outcomes;

  • Experience working collaboratively with statewide stakeholders, partnerships, coalitions, councils, and associations.

Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications including certification by the State Fire Marshal as a Fire Marshal, Deputy Fire Marshal, Fire Inspector, Hazardous Materials Inspector or to successfully complete the first program offered after appointment.
  2. Incumbents in this class may be required to complete ninety (90) hours of job related continuing education every three (3) years in accordance with Section 29-298(a) of the Connecticut General Statutes.
  3. Incumbents in this class may be required to travel.
  4. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.


Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as be able to perform the duties.


Incumbents in this class may be exposed to some risk of injury or physical harm from exposure to building construction site, fire scene or structural failure environments and a moderate degree of discomfort from exposure to year-round weather conditions.
