Introduction

The State of Connecticut, Department of Developmental Services (DDS) - North Region - currently has one (1) full-time job opportunity for a Supervising Psychologist 2 (Clinical) based in East Hartford.

This is a forty (40) hour per week position with work schedule as follows:
Monday - Friday: 8:00am - 4:30pm
Regular Days Off: Saturday & Sunday
However, must be flexible in order to meet the needs of the agency.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In state facilities this class is accountable for supervising a comprehensive psychology or multidisciplinary clinical program with its own services and staff.

EXAMPLES OF DUTIES

This position oversees Clinical Services in all divisions of the Region. It oversees contracts in psychiatry and counseling.  In addition, it oversees the Program Review Committee process which reviews psychotropic medication and aversive programming in light of lesser intrusive psychological interventions.  This process is required by the 1986 Mansfield Closure Consent Decree. Given the negative psychological, physical and medical consequences inherent in the overuse of psychotropic medication, if this issue is not addressed, it will continue to impact health and safety of the individuals we serve. The position also serves as Forensic Liaison which tracks individuals involved with the Judicial System, provides and coordinates Competency to Stand Trial restoration activities when ordered by the court under CGS 17-54.    As the Department moves more towards the privatization of services, oversight and training of private agencies providing these behavioral services becomes imperative.  The position would require a seasoned professional who already possesses the clinical background.  The requested position would be responsible for training in the various administrative aspects of the Department as well as the clinical aspects and deficits of individuals providing clinical services to our individuals in the community.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of abnormal and clinical psychology and other psychological disciplines; considerable knowledge of sources, uses, administration, and interpretation of a wide variety of psychological tests; considerable ability to make diagnoses, develop treatment plans and conduct psychotherapy; considerable ability to interface clinical programs with multidiscipline approaches; considerable knowledge of psychological research design, data analysis and application of results; knowledge of various clinical services; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to develop and direct training programs; considerable teaching ability; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Doctorate degree in Clinical or Counseling Psychology and three (3) years of post-doctoral experience as a licensed clinical psychologist.

PREFERRED QUALIFICATIONS

• Considerable knowledge of abnormal and clinical psychology.
• Considerable knowledge and skill in selection, administration, scoring and evaluation of intelligence, achievement, personality and diagnostic tests.
• Considerable knowledge of psychological research methodology including experimental design, data analysis and application of findings.
• Knowledge of other psychological disciplines.
• Considerable interpersonal skills.
• Considerable oral and written communication skills.
• Considerable ability to make clinical diagnosis and prognosis and develop treatment plans.
• Considerable ability to conduct psychotherapy.
• Considerable ability to write case histories, discharge summaries and professional reports.
• Ability to coordinate clinical services with comprehensive and multidisciplinary treatment plans.

Preference will be given to candidates with clinical psychology experience working with individuals who are dually diagnosed.

SPECIAL REQUIREMENTS

1. Incumbents in this class must possess and retain a license to practice psychology in Connecticut. Any person employed by the State of Connecticut prior to July 1, 1985 with a title in the psychology series of the classified service shall be exempt from the above licensure requirements pursuant to Public Act 613, Section 119 (c). For certain positions, the appointing authority may require State licensure.

2. Incumbents in this class must possess and maintain eligibility for participation in federal health care programs as defined in 42 U.S. § 1320a-7b(f).

3. Incumbents in this class may be required to be fluent in a foreign language or proficient in the use of the American Sign Language.

4. Incumbents in this class may be required to travel.
