Vocational Rehabilitation Regional Director

Introduction

 

The State of Connecticut Department of Rehabilitation Services, Bureau of Rehabilitation Services, is currently recruiting within the agency for a Vocational Rehabilitation Regional Director for the Northern Region. The selected candidate should have demonstrated experience in leading staff to achieving outcomes, managing multiple offices, and allocating resources to meet the needs of the communities. Developing models and overseeing service delivery; competence in Microsoft Office, current case management system, and CORE-CT, and excellent communication skills are required.    Experience partnering with state and private agencies is needed.  Working knowledge of agency budgets and recent Vocational Rehabilitation supervisory experience are preferred. This position will require statewide travel.

Selection Plan

In order to be considered for this job opening, you must be a current State of CT employee of the Department of Rehabilitation Services, who has permanent state status*, and meet the Minimum Qualifications as listed on the job opening.  You must specify your qualifications on your application. 

*For employees in the classified service, permanent status is obtained after successful completion of a working test period.  For employees in the unclassified service, permanent status is obtained after serving in a position for at least six months (full-time or full-time equivalent).

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Rehabilitation Services, Bureau of Rehabilitation Services, this class is accountable for the administration and operation of a regional area and the local offices within the region served.

EXAMPLES OF DUTIES

Plans, organizes and directs all activities in an assigned regional area coordinates programs and services of regional and local offices to provide maximum effective services to clients; projects budgetary, staff, and personnel requirements and needs; maintains contact with individuals both within and outside of the Bureau who might impact on program activities; acts as liaison between the Bureau and referral and community agencies within the region; maintains existing and seeks new service and referral agencies; speaks before lay and professional groups; determines needs and provides for in-service training and staff development within the region; makes statistical and progress reports to central office; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of current social legislation including State and Federal laws, statutes and regulations pertaining to the rehabilitation of persons with disability; considerable knowledge of agency policy and procedures; considerable knowledge of principles, methods, procedures and current developments in administering a comprehensive vocational rehabilitation program; broad knowledge of organizations and occupational structure of modern industry; knowledge of in-service training; knowledge of community organizations and other resources available to persons with disability; considerable interpersonal skills; considerable oral and written communication skills; ability to utilize computer software and systems.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Master's degree from an accredited college with a major course of study in vocational rehabilitation, rehabilitation counseling, psychology, special education, or related behavioral or social sciences and six (6) years of experience in the vocational rehabilitation career series in a state/public vocational rehabilitation program.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years must have been in a supervisory capacity.

Note: For State employees, this is interpreted at the level of a Vocational Rehabilitation Supervisor.

PREFERRED QUALIFICATIONS

  • Knowledge of the practice of Vocational Rehabilitation.
  • Knowledge of State Human Resource policies and procedures.
  • Experience leading and supervising staff within various job classifications.
  • Ability to apply relevant state and federal laws, statutes and regulations.
  • Ability to work as part of both local and statewide teams to carry out the mission of the vocational rehabilitation program.
