Introduction

The State of Connecticut Department of Transportation (DOT) invites eligible, current State of CT employees to apply for the position of Supervising Accountant located in the Division of Capital Services, Federal Billing Unit in the Bureau of Finance and Administration. This full-time position will be responsible for supervising the billing of federal agencies and coordination and review of the final vouchers to establish the final federal participation in project costs and to close out the federal agreements.

The position will ensure that the integrity of the federal billing system is maintained by providing support and assistance in the oversight of a complex computer billing system. This position oversees the functioning of the two subsections of the Federal Billing Unit, which is responsible for billing federal agencies for over $700 million annually. The incumbent will salso upervise a team that consists of (2) Associate Accountants, (4) Accountants, and (1) Fiscal Administrative Officer in the preparation, review and submission of bills to various federal agencies, the close-out of capital projects funded with federal dollars, as well as the maintenance of the systems used to accumulate this information.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for supervising an accounting unit or function.

EXAMPLES OF DUTIES

Duties include, but are not limited to, the following:

• Direct, plan and coordinate the work required to secure reimbursement of federal funds from the Federal Highway Administration, the Federal Transit Administration and other smaller Federal DOT agencies.
• Maintain contact with individuals from other offices and outside contacts who have impact or interest in Federal Billing Unit activities.
• Provide assistance and training to staff.
• Oversee unit staff responsible for processing vouchers to various federal agencies for reimbursement of federally participating expenditures via the CORE Customer Contracts Module.
• Schedule, assign and review the work of two associate accountants, which includes prioritizing and planning unit work and conducting performance evaluations.
• Establish, organize and maintain unit procedures to ensure the efficiency and accuracy of financial information.
• Prepare, review and verify financial statements and reports.
• Manage an inventory of over thirteen hundred active federal projects.
• Review final vouchers prepared to close out federal and associated projects; involves analysis of all expenditures incurred under a project to determine the required billing or credit due the federal agency.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of professional accounting principles and practices; considerable knowledge of governmental accounting and budgeting; knowledge of and ability to apply relevant state and federal laws, statutes and regulations; considerable interpersonal skills; oral and written communication skills; considerable ability to evaluate and analyze accounting forms, methods and procedures and cost data; considerable ability to devise and install accounting procedures and systems; ability to evaluate and analyze accounting methods, procedures and data; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in accounting or auditing.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been performing the most complex accounting functions OR acting in a lead or consultative capacity at the level of Associate Accountant or Associate Accounts Examiner.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in Accounting or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree
2. A Master's degree in accounting may be substituted for one (1) additional year of the General Experience.
3. Certification in any of the following may be substituted for one (1) additional year of the General Experience: Certified Public Accountant, Certified Internal Auditor

PREFERRED QUALIFICATIONS

Candidates are required to have federal billing experience, experience with financial components of federal grants management, and supervisory experience.
