Introduction

      

The State of Connecticut Department of Transportation (DOT) is accepting applications for a Transportation Materials Technician 3 position in the Division of Materials Testing (DMT) at 280 West Street in Rocky Hill. This position is in the Office of Construction. This position is full-time, 40 hours per week, and is in the P-4 (Engineering and Scientific) bargaining unit.

Responsibilities of the position may include, but are not limited to, working as a lead technician performing and preparing all aspects of materials testing whether in a laboratory or field environment; training and assisting Department staff in testing processes and procedures; acting as a liaison with other Department staff with regard to materials testing and specification issues; acting as a liaison with vendors and material producers regarding quality control plans, on-site inspections, and trends in test results; and preparing reports and analyses of test results over time using control charts and graphs. The successful candidate will be engaged in the day-to-day inspection and testing of a variety of materials within the DMT. Other duties may include assigning, scheduling, overseeing, and reviewing the work of staff and assisting a Transportation Engineer 3 in the development of service ratings.

This position requires superior oral and written communications skills and the ability to supervise subordinate employees. A valid motor vehicle operator's license is required since duties may include both in-state and out-of-state travel to meetings, project sites, and for training. Other requirements include being able to effectively use computer management systems such as Projectwise and SiteManager and to assist in training other employees in their use. This position is involved in the physical testing of several common construction materials, and the successful candidate must be able to provide hands-on guidance and instructions for those activities. PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation, Division of Materials Testing this class is accountable for acting as a working lead and/or for performing the most complex tasks in materials testing field and laboratory inspections, including inspections of bituminous plants, and chemical or physical testing and analysis of construction, maintenance, and other materials.

EXAMPLES OF DUTIES

WORKING LEAD: As assigned by the supervisor: may distribute, prioritize, oversee and review work of a field or central laboratory staff; may provide staff training and assistance; may conduct or assist in conducting performance evaluations; may act as liaison with operating units, agencies, consultant staffs or other outside officials such as construction personnel, vendors and producers regarding laboratory policies and procedures and/or problems with materials; may recommend policies and standards; may prepare reports and correspondence of tests and analyses including graphs; performs related duties as required.

ADVANCED WORKING LEVEL: Prepares recommendations regarding suitability of materials used in construction or maintenance of transportation systems; establishes and maintains procedures; performs assurance sampling and material inspections and testing; assists in directing research on new materials or modification of old materials; may make recommendations concerning product certification in meeting specific contract specifications; may witness welder certification tests; may assist in the purchasing of instrumentation; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of physical and/or chemical properties, specifications, and uses of construction materials; considerable knowledge of principles and practices prescribed by the American Society for Testing Materials, the American Association of State Highway and Transportation Officials, and the federal government for chemical and physical testing of transportation construction and maintenance materials; considerable skills in performing calculations; considerable oral and written communication skills; interpersonal skills; considerable ability to perform chemical and/or physical tests and analyses; ability to calibrate equipment and standardize reagents; ability to utilize computer software; some lead ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in the chemical and/or physical analysis of transportation construction or maintenance materials, including independent performance of tests such as extraction gradation, slump and air content for cement, and concrete cylinder tests.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in natural sciences, construction technology, civil engineering or other related fields may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

PREFERRED QUALIFICATIONS

Considerable ability to develop and manage spreadsheets for analyzing test results; Considerable knowledge of materials testing as it applies to transportation projects; considerable ability to analyze and make recommendations on test results for concrete and steel materials; considerable ability to perform complex computations involving testing of materials and analysis of results; ability to develop materials related technical reports; extensive experience in physical testing and inspection of raw materials and prefabricated elements; knowledge of relevant agency policies and procedures; knowledge of relevant state and federal laws, statutes, and regulations; knowledge of the latest techniques and procedures employed in the sampling and testing of materials as they apply to the Department of Transportation; considerable interpersonal, oral, and written communication skills; ability to work cooperatively with other Department units, consultants, towns, state, and federal agencies; and considerable ability to analyze and review engineering reports and plans.

SPECIAL REQUIREMENTS

1. NUCLEAR DENSITY UNIT: Incumbents in this class may serve as the Department's Radiation Safety Officer and be designated to hold a United States Nuclear Regulatory Commission license.
2. STRUCTURAL STEEL FABRICATION SECTION: Incumbents in this class may be required to possess a Certified Welding Inspector Certificate and/or Nondestructive Testing Level III Certification in accordance with procedures set forth by the American Welding Society for nondestructive testing.
3. Incumbents in this class may be required to travel.
4. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

PHYSICAL REQUIREMENTS

1. Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
2. A physical examination may be required.

WORKING CONDITIONS

Incumbents in this class may be exposed to some risk of injury due to toxic fumes, chemicals, dust, or heavy machinery or equipment; may occasionally be required to lift heavy objects; may be exposed to environmental conditions such as noise or heavy traffic.
