The State of Connecticut, Department of Revenue Services is seeking to promote a current DRS employee to a Tax Operations Unit Supervisor to work on an Individual Tax Team within the Operations Bureau.  

This opportunity is available to permanent employees of DRS only, who meet all of the Minimum Qualifications outlined below, and is contingent on final recruitment process.

This is a full-time, first shift position, 40 hours per week, Mon - Fri. 8:00 am - 4:30 pm, located at 450 Columbus Blvd., in Hartford. This work schedule is not flexible.

In order to be considered for this job opening, you must be a current State of CT employee of the Department of Revenue Services, who has permanent state status*, and meets the Minimum Qualifications as listed on the job opening.  You must specify your qualifications on your application. 

*For employees in the classified service, permanent status is obtained after successful completion of a working test period.  For employees in the unclassified service, permanent status is obtained after serving in a position for at least six months (full-time or full-time equivalent).

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Revenue Services, Operations Division, this class is accountable for supervising the work of a major unit of 10 or more technical employees engaged in insuring the efficient registration, processing, corrections, accounts receivable billings and refunds, revenue accounting and tax publications.

EXAMPLES OF DUTIES

Schedules, assigns, oversees and reviews work of staff; supervises the processing of tax returns, applications or other tax documents for completeness and accuracy for computer acceptability and correct entry; provides staff training and assistance; conducts performance evaluations; determines priorities and plans unit work; establishes and maintains unit procedures; develops or makes recommendations on the development of policies and standards; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; prepares reports on unit activities and production including accurate figures of revenues collected; evaluates production of the data base to insure proper input and output of computer system; coordinates the work with program runs and recommends changes to financial data systems; assists in the design and re-design of tax forms; resolves the most difficult taxpayer inquiries regarding regulations pertaining to processing and examination of tax documents; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of relevant agency policies and procedures; considerable knowledge of the functions and operations of financial data systems; knowledge of relevant State and Federal laws, statutes and regulations; knowledge of modern office practices and procedures; considerable interpersonal skills; oral and written communication skills; ability to prepare and evaluate complex financial reports and documents; ability to utilize computer software; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in technical work in taxation or computerized financial record keeping systems.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in a lead capacity. For State employees, this is at the level of Tax Corrections Principal Examiner.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. For State employees, one (1) year as a Tax Corrections Principal Examiner, Tax Operations Assistant Unit Supervisor or Revenue Examiner 3 will substitute for the General and Special Experience.

PREFERRED QUALIFICATIONS

Knowledge of Income Tax laws

Experience with ITAS registration function

Experience with ITAS billing function

Experience with ITAS refund function

Experience working in a call center and effectively handling difficult consumers

Experience in high volume correction of tax return errors and PRIs

Experience with reviewing data for mailouts

Experience with running reports in ITAS

Knowledge of SIR’s

Ability to delegate work:  Suspended returns and PRI’s

Ability to review corrections and taxpayer financial adjustment work completed by subordinates

Experience with AVAYA CMS Phone Reports
