Introduction

 

The State of Connecticut, Department of Energy and Environmental Protection (DEEP) is dedicated to conserving, improving and protecting our natural resources and the environment and increasing the availability of cheaper, cleaner, and more reliable energy. DEEP is responsible for protecting and enhancing the quality of Connecticut’s air, water, and lands. The Bureaus of Air Management, Materials Management and Compliance Assurance, and Water Protection and Land Reuse, focus on this mission through environmental monitoring, permitting, enforcement, cleanup of contaminated sites, and pollution prevention strategies.

DEEP has a current job opportunity for an Engineer Intern within the Bureau of Air Management, Engineering and Enforcement Division, Field Enforcement Major Sources Unit.  Engineer Interns receive training under direction of a supervisor or senior staff for a period of one year before being promoted to the target class of Air Pollution Control Engineer 1 upon successful completion of the training period. 

This position provides a unique opportunity to join the team committed to enforcing Clean Air Act requirements by implementing the air emissions testing and monitoring programs at stationary sources of air pollution throughout the state.  As a trainee, interns learn to ensure compliance with applicable federal and state air emissions testing, monitoring and reporting requirements.

This position is full-time, 35 hours per week, Mon - Fri.

Salary Note: Upon initial entry to this class, incumbents will be placed in Salary Group ES 18, step 5, $53,743.

Selection Plan

The selected candidate must have a valid driver's license.  Will be required to travel throughout the state on a daily basis.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for receiving training in introductory professional engineering work for the development of technical and professional engineering skills and knowledge in order to qualify for advancement to the technical engineering work of the agency.

EXAMPLES OF DUTIES

Performs a wide variety of increasingly difficult duties as technical skills are acquired during course of training period.

Specific duties include evaluation all types of air pollution sources and their associated control equipment; performing emission rate calculations; review testing reports; observe and record operating parameters; observe work practices; review compliance reports, collect data and evidence; prepare detailed reports; recommend appropriate enforcement action; testify in hearings or court; investigate and respond to complaints made by the public; meet with representatives of air pollution sources, the public, and other officials in matters related to enforcement; perform related duties as required.  Interns will be required to attend formal training classes and review self-study materials to enhance their knowledge of air pollution control. 

KNOWLEDGE, SKILL AND ABILITY

General knowledge of basic engineering theories, principles and methods; skill in use of drafting and calculating instruments; considerable ability in performing mathematical computations, making neat and accurate drawings and preparing minor design and structural details; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Bachelor's degree in the discipline required by the target class.

PREFERRED QUALIFICATIONS

  • Bachelor’s degree in Chemical, Mechanical, or Environmental Engineering and have completed college environmental engineering coursework including air pollution control.
  • The ability to read and interpret air pollution regulations, statutes, and relevant department policies.
  • Knowledge of sources of air pollution and control technologies.
  • Knowledge/training of fundamental principles involved in pollution control, prevention and abatement.
  • Knowledge of techniques used to conduct environmental investigations and inspections using good analytical problem solving skills.
  • Knowledge of case documentation and ability to prepare clear, concise and technically sound reports.
  • Exceptional organization skills, including ability to prioritize tasks.
  • Strong computer skills with proficiency in word processing, and spreadsheet programs.
  • Strong oral and written communication skills.
  • Ability to comprehend and follow oral and written instructions.
  • Ability to work in a team as well as independently.
