Transportation Planner 2 (40 Hour)

The State of Connecticut Department of Transportation (DOT), Bureau of Policy and Planning is recruiting for a Transportation Planner 2 in the Air Quality/Travel Demand Modeling Unit. We are looking for a self-motivated, collaborative professional to join our team. This position is located at the DOT Headquarters in Newington.

The candidate selected for this position requires knowledge and experience in guiding projects through the law and procedures necessary to comply with the Clean Air Act (CAA), the National Environmental Policy Act (NEPA) and the Connecticut Environmental Policy Act (CEPA) as they apply to FHWA and FTA funded projects.

This position will be responsible for performing and overseeing all project and regional level transportation conformity analysis affected by transportation improvement projects, as well as aiding consultants through the NEPA and CEPA processes. This position will be responsible for preparing and analyzing air quality emission reduction benefits for regional projects submitted for the Congestion Mitigation Air Quality program.

The unit is also responsible for performing additional Air Quality assessments as new pollutants, such as Greenhouse Gases, start being required for emission analysis and federal Environmental Protection Agency (EPA) transportation conformity regulations. Related assignments will include legislative research, coordination with project managers, air quality consultants as well as other regulatory agencies such as the Connecticut Department of Energy and Environmental Planning and the U.S. Environmental Protection Agency.

In the Department of Transportation and the Connecticut Airport Authority this class is accountable for acting as a working lead and/or for performing the most complex tasks in transportation planning studies, programs and related activities.

This position will work under the direction of a Transportation Supervising Planner or an employee of a higher grade. The duties of this position include performing complex tasks and assignments in coordinating and reviewing transportation planning programs; conducting detailed analysis of air quality emission reductions utilizing EPA required MOVES 2014a software; participating in the development of motor vehicle emission budgets for various nonattainment areas within the state of Connecticut per pollutant; reviewing project plans and designs to determine air quality conformity determination status; participating in preparation and negotiation of agreements and contracts; preparing person hour estimates; participating in corridor studies; preparing and reviewing reports, studies and surreys in compliance with department standards and needs and state and federal laws and regulations; coordinating activities with regional, state and federal agencies, consultants as required; reviewing consultants’ work; and performing related duties as required. The position will also conduct data analysis using mathematical, statistical and other quantitative methods; Analyzing and interpreting quantitative and qualitative data; reviewing data analysis prepared by others; May include supervisory responsibilities.

Considerable knowledge of multi-modal transportation planning theory, practices and methodologies; knowledge of environmental considerations involved in transportation planning; interpersonal skills; oral and written communication skills; ability to develop and use computer software including planning models and other programs related to planning process; analytical ability; ability to forecast trends based upon empirical data; ability to comprehend and interpret laws and regulations; some lead ability.

Seven (7) years of professional experience in transportation civil engineering or transportation, urban, regional or environmental planning.

One (1) year of the General Experience must include individual responsibility for the coordination of complex planning projects in a relevant planning area.
Note: For State Employees this is interpreted at the level of Transportation Planner 1 or Transportation Engineer 2.

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in civil engineering, transportation, urban, regional or environmental planning may be substituted for one (1) additional year of the General Experience.

Considerable knowledge of multi-modal transportation planning theory, practices and methodologies; knowledge of environmental considerations involved in transportation planning, interpersonal skills; oral and written communications skills; ability to develop and use computer software including CUBE, MOVES and Cal3qhc_Cal3i; analytical ability; ability to forecast trends based upon empirical data, ability to comprehend and interpret laws and regulations; some lead ability.

Candidate should have:

1. Knowledge of relevant State and federal laws, statutes and regulations particularly in regard to the Clean Air Act, the National Environmental Policy Act and the Connecticut Environmental Policy Act;
2. Experience in transportation conformity project analysis;
3. Knowledge of the CTDOT Interagency Consultation Process in regards to transportation regional conformity;
4. Experience interpreting laws and regulations;
5. Considerable knowledge of contemporary transportation issues, policies and practices;
6. Strong interpersonal skills, verbal and written communication and collaboration skills; and,
7. The ability to utilize GIS and related software such as CUBE and MOVES2014.

1. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
2. Incumbents in this class may be required to travel.
