Introduction

The State of Connecticut, Department of Developmental Services (DDS) - North Region - has one (1) current full-time job opportunity for a Developmental Services Regional Residential Manager based in the Hartford Regional Center in Newington.

This is a forty (40) hour per week position with work schedule as follows:
Monday thru Friday - 8:30am - 5:00pm
Regular Days Off: Saturday & Sunday

However, must be flexible with approval to meet the needs of individuals and families, including occasional evening and weekend hours.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a Department of Developmental Services region this class is accountable for directing the implementation and management of programs for persons with mental retardation or other developmental disabilities in agency community residential services and campus residential services OR developing and managing contracts for private community living arrangements.

EXAMPLES OF DUTIES

The position exercises responsibility for compliance with all ICF/MR federal regulations, DDS Licensing requirements, Quality System Review requirements, and actualization of the DDS Mission. This individual will be responsible for 9 residential living units. This position plays a critical role in the entire operation of the Public Programs.  The person in this position directs staff and operations of a program; coordinates, plans and manages program activities; formulates program goals and objectives; develops or assists in development of related policy; interprets and administers pertinent laws; evaluates staff and ensures appropriate training.  Develops, designs, implements, supervises and evaluates regional public group home programs and other community living arrangements; ensures protection of clients quality of life by continual program compliance and evaluation; establishes and maintains ICF/MR certification of group homes; ensures provision of active program approaches for all residents by monitoring regulation compliance; monitors nutrition, hygiene and physical standards of living; ensures proper residential placements for clients through participation in regional placement planning activities; ensures utilization of community resources and services by clients.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of residential programs for persons with mental retardation or other developmental disabilities; considerable knowledge of goals, regulations and organization of intermediate care facilities and/or systems for persons with mental retardation; knowledge of interdisciplinary approach to program planning; knowledge of human rights for persons with mental retardation; knowledge of scope of services provided by major disciplines including psychology, social work and medicine for persons with mental retardation; considerable interpersonal skills; considerable oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Three (3) years of supervisory experience with responsibility for implementing service delivery programs in the areas of residential services or family and individual support services for persons with developmental disabilities and related conditions.
NOTES:
1. Qualifying programs must provide services to twenty (20) or more clients in groups homes, supported living arrangements, regional centers or an institution.
2. For State Employees the General Experience is interpreted as three (3) years at the level of Developmental Services Residential Program Supervisor 1 OR one (1) year at the level of Developmental Services Assistant Regional Residential Manager.

PREFERRED QUALIFICATIONS

• Incumbents in this class must possess good writing and communication skills.
• Computer proficient.
• Preference will be given to a candidate with experience working with individuals with ID/DD who are in psychiatric settings or in behavioral crisis.
• Preference will be given to candidates who have experience working effectively with community agencies and hospitals.
• Preference will be given to candidates who have strong computer skills and interpersonal skills.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to be certified in accordance with Department of Developmental Services regulations for the administration of medication by certified unlicensed personnel.
2. Incumbents in this class may be required to travel.
