Introduction

The State of CTState Department of Education (CSDE) is recruiting for an Education Consultant in the Division of Finance and Internal Operations.  A critical part of the support CSDE provides to local school districts is the distribution of over $3 billion in state and federal funding annually. 

The selected candidate will provide direct support to the Chief Financial Officer in the calculation of the major education grants; reviewing current grant administration policies, funding levels and distribution mechanisms; and in developing and recommending modifications to the agency’s statutes to ensure funds are strategically delivered to create the most impact at the local level.  This is a full-time, 35 hours per week, Monday through Friday position, located in Hartford.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Education, plans and executes programs of extensive difficulty and scope for the improvement of education in the State; does related work as required.

EXAMPLES OF DUTIES

Assists a Bureau Chief in supervising the broad educational programs and services offered by the State; develops and administers specific programs of major importance within the framework of policies outlined by the Bureau Chief; provides professional leadership and guidance to school authorities, professional organizations, students and various community groups and individuals; may assist in preparing and administering the allocated budget, and in directing the routine functioning of the bureau.

KNOWLEDGE, SKILL AND ABILITY

Thorough knowledge of the philosophy and methods of education with particular reference to the field concerned; teaching skill; considerable ability to deal effectively with others; considerable administrative ability; ability to prepare comprehensive written reports.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

An earned advanced degree and eight (8) years of professional experience OR in lieu thereof an equivalent combination of experience and training as approved by the Board of Education.

PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess:

  • A Master’s degree in Business Administration, Public Policy, Economics or related field
  • At least 8 years experience at the state level in the development of fiscal and programmatic policies involving education funding including, the education cost sharing grant, special education – excess cost grant, school choice programming, and state bonding projects administered by the department;
  • Experience communicating education funding needs to the Office of Policy and Management and its legislative counterpart, the Office of Fiscal Analysis
  • Experience analyzing the impact of legislative proposals as it relates to funding education at the state and local level.

SPECIAL REQUIREMENTS

Must hold an appropriate certificate issued by State Board of Education.
