Introduction

The State of Connecticut Department of Developmental Services (DDS) - North Region - has one (1) current full-time job opportunity for a Quality Review Specialist in the Quality and Systems Improvement Division based out of the East Hartford, CT Office.

This is a full-time thirty-five (35) hour per week position. The work schedule is Monday through Friday 8:30am-4:00pm. However, must be flexible in order to meet the needs of the agency.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Developmental Services and Public Health this class is accountable for independently performing a full range of tasks in the evaluation and monitoring of programs and services for persons with developmental disabilities or other related conditions.

EXAMPLES OF DUTIES

This Quality Review Specialist (QRS) position is necessary in order to conduct requisite Quality Systems and Improvement (QSI) Division monitoring and oversight in public and private service locations including, licensing inspections in Community Living Arrangements CLA’s / (Group Homes), Community Companion Homes, as per DDS Regulations 17a-227 - 1-30, CMS Waiver Requirements, Quality Improvement support functions and Quality Service Reviews in all DDS operated or funded service types-residential and day. Shall performs other related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of and ability to interpret and apply relevant state and federal laws, statutes and regulations; knowledge of principles and practices of inspection, evaluation, compliance and quality improvement; knowledge of state policies and local ordinances; knowledge of principles and practices of health inspectors and fire inspectors; knowledge of modern methods of care, treatment and education of persons served with developmental disabilities such as mental retardation or autism spectrum disorder; interpersonal skills; oral and written communication skills; ability to perform inspections and client reviews; ability to utilize computer software; ability to evaluate active treatment service.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in writing, implementing and/or evaluating individual client programs for persons with developmental disabilities or other related conditions.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must include experience on an interdisciplinary team addressing the residential, programmatic or educational needs of persons with developmental disabilities or other related conditions.

Note: For State Employees, the Special Experience will be interpreted at the level of Supervising Developmental Services Worker 1 or Supervising Developmental Services Worker 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (l5) semester hours equalling six (6) months of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in the behavioral sciences, child development, counseling, education, nursing, psychology or licensure as a Physical Therapist or Occupational Therapist may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Strong written and verbal communication and negotiating skills.
  • Previous experience in performing quality audits.
  • Strong experience with consumer satisfaction surveys (e.g. National Core Indicators (NCI's)) to work with Quality Service Reviews (QSR's) within a Quality Unit.
  • Sound interviewing skills.
  • Strong organizational and time management skills.
  • Strong knowledge of applicable CT statutes, regulations, policies, procedures, standards, code requirements and best practices.
  • Ability to work independently
  • Strong computer skills; experience with web based systems as well as data collection systems (e.g. Excel, Therap, etc.)

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to possess a current Connecticut license for the appropriate disciplines.
2. Incumbents in this class may be required to travel.
