Introduction

 

The State of Connecticut, Office of the Secretary of the State is recruiting for one (1) full-time (37.5 hour), Mail Handler position in the Management Support Services Division.  The selected candidate will be expected to work 6:30 am to 2:30 pm Monday-Friday. 

The Mail Handler will be responsible for sorting, distributing and routing incoming and interoffice mail; driving a state vehicle for pick up and delivery of mail; and providing postal service assistance to customers. 

*The entry level rate for this class will be ten (10%) percent below Step 1 of the salary grade ($33,163 annual).  Upon completion of the initial working test period, the incumbent’s salary will be adjusted to TC or FM pay plan, Step 1 of the salary grade for this class.

Selection Plan

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for independently performing a full range of tasks in the receipt, processing and distribution of mail.

EXAMPLES OF DUTIES

Sorts, distributes and routes incoming and interoffice mail; operates automatic postage application equipment, mail inserters, and weight scales; weighs and stamps postaged, franked or metered mail; drives state vehicles in the delivery of United States and interagency mail; picks up and delivers mail at United States Post Offices; signs for insured, certified, registered and special delivery mail; updates and maintains records; may maintain daily cash records; schedules vehicle maintenance; provides postal service assistance to customers; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of U.S. Postal Service regulations, rates and classes of mail; some oral and written communication skills; some interpersonal skills; ability to follow oral and written instructions; ability to perform basic arithmetic computations; ability to utilize computer software; ability to operate computerized and mechanical postal processing equipment; some mechanical ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

One (1) year of experience in a mail service or postal operation involving the operation and maintenance of mail service equipment.

PREFERRED QUALIFICATIONS

Preferred Experience and Skills:    

  • Strong customer service focus;
  • Strong organizational skills;
  • Must be able to follow instructions;
  • Ability to work well with others in a group;
  • Basic proficiency in Microsoft Outlook, Word and Excel;
  • Must be proficient with the English language and be able to decipher hand-written labels on mail;
  • Possesses time management skills and the ability to perform more than one task at a time;
  • Must have a valid DMV driver's license;                                                  
  • Must have 5 years verifiable experience with no DUIs or suspensions;
  • Must be reliable, flexible and exhibit a sense of urgency while on the job. 

SPECIAL REQUIREMENTS

Incumbents in this class may be required by the appointing authority to possess appropriate current licenses, permits and/or certifications.

PHYSICAL REQUIREMENTS

1. Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
2. A physical examination may be required.

WORKING CONDITIONS

Incumbents in this class may be required to lift moderate to heavy weight.
