The State of Connecticut, Department of Administrative Services' (DAS) Bureau of Enterprise Systems and Technology (BEST) – Unified Communications, is currently recruiting for a full-time, 40 hours per week, Information Technology Manager 1. This Monday through Friday position is located at 55 Farmington Avenue in Hartford. We are easily accessible for all commuters!

The Unified Communication Services unit enables state employee productivity through the following:

  • Development, deployment and maintenance of Voice over IP (VoIP), unified communications and collaboration applications to improve Agency operations and realize savings;
  • Management telecommunications contracting and appropriation process;
  • Acquisition of mobile devices and operation of the mobile device management application;
  • Maintenance and deployment of the state's enterprise video conferencing platform;
  • Planning, installation handling of the data communications infrastructure for shared-tenant state buildings.

PURPOSE OF JOB CLASS (NATURE OF WORK)

Within the Department of Administrative Services, Bureau of Enterprise Systems and Technology and Centers of Information Technology Excellence, these classes are accountable for the management and direction of information systems, applications development, management and implementation of complex information technology projects implementing business and technical requirements into architectural blueprints, maintenance, computer operations and similar information technology functions including technical and support staff.

Within a state agency information technology division, these classes are accountable for the management and direction of information systems, applications development, systems maintenance, and similar information technology functions as well as technical and support staff.

EXAMPLES OF DUTIES

The primary responsibilities of the position involve overseeing the team responsible for the planning, configuration, design and installation of data and telecommunications components related to the state’s enterprise telecommunications environment. Typical duties include:

  • Design, deployment and management of the state's Avaya Enterprise VoIP system – currently serving 18,000 users throughout 80 locations within the Executive Branch
  • Administrative support for the telecommunications equipment and services contracts – representing $30 million in annual expenditures
  • Planning and maintenance of local area network and infrastructure services in shared-tenant locations – currently 4,000 employees
  • Responsibility for the development and upkeep of location-specific configuration and inventory documentation – including equipment, network and carrier details
  • Optimization of statewide network performance by monitoring; solving problems and outages; scheduling repairs and upgrades
  • Coordination of data and telecommunications circuit installations and the porting process with carriers and agency contacts
  • On behalf of participating agencies, coordination and preservation of the enterprise VoIP call accounting system
  • Performance of the move, add and change process relative to the components of the enterprise VoIP system – including initial provisioning, training, voicemail, call trees and enterprise fax
  • In coordination with the DAS Business Office, act as a liaison to agencies relative to the state’s telecommunications expense management application
  • Development of data and telecommunications specifications for requests for proposals; coordination of the RFP analysis and review process

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of experience in computer or network administration, architecture, operations, production control, systems development, information technology analysis and planning.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have been in a lead capacity.

Note: For State Employees, this is interpreted to be at the level of an Information Technology Analyst 3.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in computer science, management information systems or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s Degree.
2. A Master’s Degree in computer science, management information systems or a closely related field may be substituted for one (1) additional year of the General Experience.
3. For State Employees, four (4) years of experience as a Computer Operations Supervisor may be substituted for the Special Experience.

PREFERRED QUALIFICATIONS

You will possess:

  • Experience with capacity planning and provisioning of telecommunications services using Primary Rate Interface (PRI) and Session Initiation Protocol (SIP) supporting a minimum of 5,000 users;
  • Administration of Local and Wide Area Networks (WAN) including handling the VoIP;
  • Experience with our Request For Information (RFI) and Request For Proposal (RFP) processes;
  • Experience in the acquisition and handling of mobile devices;
  • Experience with design, planning and maintenance of mobile connected video conferencing endpoints.

SPECIAL REQUIREMENTS

1. The Information Technology Project Manager is limited to the Department of Administrative Services, Bureau of Enterprise Systems and Technology and Centers of Information Technology Excellence as identified by the statewide Chief Information Officer. Managers functioning in this capacity oversee a portfolio of large, long range or multiple on-going projects. The complexity of the assignment is determined by project scope, risk exposure, span of control, diversity of skill-sets and capabilities as well as the size of project budget and number of team members. They oversee all phases of projects from conception to completion utilizing PMI standards.

2. Incumbents assigned to positions designated to perform Information Technology Project Management may be required to possess Certification as a Project Management Professional (PMP).

3. The Solutions Architect is limited to the Department of Administrative Services, Bureau of Enterprise Systems and Technology and Centers of Information Technology Excellence as identified by the statewide Chief Information Officer. Managers functioning in this capacity oversee all aspects of solution architect projects which includes the development of technology solutions and mapping business requirements to systems and technical requirements ensuring alignment with the enterprise architectural plan.
